About St Bart’s

For 60 years, St Bart’s has supported people experiencing homelessness and severe and persistent mental health issues as they rebuild their lives. We started as a small homeless shelter for men and have grown into a progressive and inclusive organisation providing support to hundreds of Western Australian men, women and families across four key service areas. Our goal is to provide safe, supported accommodation and services to people who need it the most, regardless of background, age, gender or ethnicity. St Bart’s is an equal opportunity employer which values diversity and inclusion. We encourage applicants from all walks of life. We uphold our values of Commitment, Curiosity, Compassion and Collaboration in everything we do.

The Position

We are seeking a forward-thinking, creative and commercially astute Head of Strategy and Business Development to drive the delivery of St Bart’s approved Strategic Plan and identify opportunities for growth and diversification. Reporting to the Chief Property and Development Officer, this newly created senior leadership role will work closely with the Executive Team and operational leaders to turn strategic priorities into achievable projects and measurable outcomes.

Key responsibilities

- Strategic planning and performance: lead the implementation of the approved Strategic Plan, monitor progress and report performance to the Executive Team and Board.
- Business development and organisational growth: identify, assess and progress opportunities to expand services, diversify funding and develop new service pathways, balancing near-term wins with longer-term projects.
- Stakeholder engagement and sector leadership:

build trusted relationships with government agencies, funders and sector partners.
- Funding, tenders and grants: lead the development of business cases, tenders, grants and commissioned service proposals, evaluating opportunities realistically and recommending practical ways forward.
- Team leadership and project delivery: lead the Project Analyst and collaborate with executives on growth initiatives, strengthening project evaluation, performance reporting and delivery.

About You

You are a curious, adaptable strategic thinker who can turn ideas into action and persist through complex, long-term funding and partnerships. Ideally, you will bring:

- A relevant tertiary qualification in business, commerce, strategic management, economics, public policy, community services, finance or a related discipline.
- At least five years’ experience in a senior strategy, business development, organisational growth, commercial, consulting or related leadership role.
- Demonstrated experience leading strategic planning, performance frameworks and organisation-wide initiatives, and progressing growth, diversification and partnership opportunities from early evaluation through to delivery.
- Experience developing credible business cases and navigating government funding, competitive tenders, grants and commissioning.

- Strong commercial and financial acumen.
- Excellent written communication and reporting capability, including strategic papers, dashboards and recommendations for executives and Boards.
- The ability to build trusted partnerships with government agencies, funders, not-for-profits and other organisations.
- A collaborative and outcomes-focused leadership style, with sound project management skills and the ability to turn strategy into action.

Other requirements

- A current satisfactory National Police Clearance (obtained within the last three months), required before starting.
- A current C Class Driver’s Licence.

Above all, you will bring positive energy, humility, tenacity and a genuine commitment to improving outcomes for vulnerable Western Australians.

Benefits and Location

This is a full-time leadership position offering an attractive remuneration package. Salary packaging perks are available through St Bart’s not-for-profit status and you will receive 23 days of annual leave. The position is based at St Bart’s Lime Street site in East Perth, close to Claisebrook train station.

This is an opportunity to join a purpose-driven organisation at an important stage of its growth and transformation. You will directly influence the future of a respected not-for-profit, advise the Executive Team and Board and make a tangible difference in the community.
