This Commonwealth department delivers national policy and programs that reach millions of Australians, funded through a substantial portfolio of contracts and grants.
The Opportunity
The department is seeking a permanent Director to lead its Procurement and Grants team within the Financial and Resource Management Branch.
The team covers three areas: Procurement Policy and Services, Grant Policy and Services, and the Procurement Partnering Pilot.
The pilot is the newest of these, with procurement specialists working alongside business areas to build capability and improve service delivery, rather than advising from a distance.
You will lead its implementation and help define what a consistent partnering model looks like across the department.
You’ll have the chance to:
- Lead the rollout of the Procurement Partnering Pilot and shape the model business areas will use going forward
- Hold responsibility for both procurement and grants policy, a breadth few Director roles combine
- Work directly with senior executives, with your reporting and data informing their decisions
- Lead and develop a team across three functions, with scope to shape its culture and capability
- Secure an ongoing EL2 position in a central enabling function with visibility across the whole department
The Role
You will lead the department's procurement and grants functions, setting framework policy and making sure it is applied consistently and compliantly across business areas.
You will be:
- Shaping procurement and grants framework policy and initiatives, and drive their implementation across the department
- Leading the implementation of the Procurement Partnering Pilot, embedding a consistent partnering model with business areas to lift procurement capability and service delivery
- Providing strategic guidance and oversight on procurement and grants advice, policies, procedures and legislation, and identify and address emerging issues early
- Engaging senior leaders and stakeholders so procurement and grants initiatives are integrated with business objectives
- Reporting accurate, evidence-based data on key procurement and grants initiatives to the executive to support decision-making and planning
- Managing risk and provide assurance on compliance with the PGPA Act, the Commonwealth Procurement Rules and the Commonwealth Grants Rules and Principles
- Leading the team, building capability and professional development, and supporting engagement and wellbeing
The Ideal Person
You are an experienced procurement and grants practitioner who knows the Commonwealth frameworks well enough to give clear, practical advice when the stakes are high.
You are just as comfortable leading people and building a team's capability as you are presenting data-driven findings to senior executives.
You will bring the following skills and experience:
- Strong procurement and grants expertise, including sound knowledge of the PGPA Act, the Commonwealth Procurement Rules and the Commonwealth Grants Rules and Principles, and a record of driving compliance
- Proven leadership experience in team building, staff development and strengthening organisational culture
- Strategic and critical thinking applied to complex problems, producing practical solutions
- Robust written and verbal communication, and the ability to build and maintain trusted relationships with internal and external stakeholders
- Experience analysing data and turning it into clear reports and insights for diverse audiences, including senior leaders
- Sound organisation and judgement when managing competing deadlines and priorities
- The ability to obtain and maintain a Baseline security clearance
Australian citizenship and required.
It’s also desirable if you have:
- Tertiary qualifications in procurement, business, law or a related discipline
- Certificate IV in Procurement
Salary / Rate

- Permanent, full-time EL2 position
