Victor Harbor Horse Tram Authority
Victor Harbor
The Victor Harbor Horse Tram is one of South Australia’s most iconic heritage attractions, operating since the late 19th century and welcoming visitors from around the world.
The Victor Harbor Horse Tram Authority (VHHTA) is a subsidiary of the City of Victor Harbor, responsible for the governance and strategic direction of this unique attraction. The Authority works to ensure the ongoing commercial sustainability of the Horse Tram while maintaining high standards of horse health and welfare, safety, heritage and visitor experience.
The Authority is seeking applications from suitably qualified and experienced individuals to fill two Independent Board Member positions.
These positions offer an opportunity to contribute to the long-term success of a much-loved regional attraction. We are looking for people who can bring sound judgement, strategic thinking and complementary skills to the Board.
Future Chairperson opportunity
With the current Chairperson’s term coming to an end, the Authority is also keen to attract applicants who may be willing and capable of taking on Chairperson responsibilities in the future.
Successful applicants will initially be appointed as Independent Board Members. The Chairperson is appointed separately by the Board from its membership, in accordance with the VHHTA Charter. Appointment as a Board Member does not guarantee appointment as Chairperson.

- Horse management, husbandry and/or veterinary science – relevant skilled knowledge or practical experience in horse welfare and care.
- Commercial business leadership – experience as a director or manager of a commercial business.
Applicants do not need to have expertise in every area. We are interested in candidates who can bring relevant strengths and experience that complement the existing Board.
Selection criteria
Applicants should demonstrate:
- Relevant expertise – skills, qualifications or experience in one or more of the following areas: marketing and tourism; business or financial management; horse management, husbandry or veterinary science; or commercial business leadership.

risk management and the long-term sustainability of the Authority.

- Integrity and collaboration – a commitment to ethical governance and the ability to work constructively with fellow Board Members, Council and key stakeholders.
- Commitment - The capacity to prepare for and attend meetings, and contribute actively to the work of the Board.
Previous Board or Committee experience including in a commercial, not-for-profit or public sector organisation, will be highly regarded. As will an understanding of, or strong interest in, heritage tourism and the Victor Harbor community.
Appointment and remuneration
Appointments are expected to commence in March 2027. The initial appointment term will be determined by Council and will not exceed three years, with the possibility of reappointment in accordance with the VHHTA Charter.
