At Winning Consulting, we are looking for an experienced Senior Operating Model / Management Consulting Lead to contribute to a potential strategic transformation project within the Australian public sector.

The engagement involves reviewing an existing operational model, assessing a workforce mobility initiative and designing alternative future operating models to improve operational efficiency, workforce effectiveness and service delivery.

We are particularly interested in senior consulting professionals with expertise in organisational design, operating model transformation and public-sector advisory projects.

Key Responsibilities

- Lead or contribute to the assessment of current operating arrangements, organisational structures, processes and governance frameworks.
- Evaluate operational performance, identify improvement opportunities and assess organisational readiness for change.
- Design and assess alternative Target Operating Models (TOM), considering workforce arrangements, leadership, technology, service delivery and operational efficiency.
- Conduct benchmarking against comparable operating models across Australian government and private-sector organisations.
- Develop strategic recommendations supported by operational analysis, risk assessments and business considerations.
- Prepare implementation roadmaps covering governance, stakeholder engagement, organisational change, training and knowledge transfer.
- Engage with senior stakeholders, facilitating workshops and presenting findings and recommendations.

Requirements

- Extensive experience in management consulting, organisational transformation, operating model design or strategic advisory.
- Demonstrated experience delivering current-state assessments,



future operating models and transformation roadmaps.
- Strong background in organisational design, business process improvement and operational performance.
- Experience leading complex consulting engagements involving multiple stakeholders.
- Ability to translate analytical findings into practical, evidence-based recommendations.
- Excellent communication, stakeholder management and presentation skills.

Highly Valued

- Previous consulting experience with Australian government departments, regulatory agencies or public-sector organisations.
- Experience with mobile, decentralised or field-based workforce operating models.
- Knowledge of workforce transformation, change management and operational governance.
- Experience evaluating operating model alternatives, including financial and operational implications.

Location: Adelaide / South Australia preferred – Australia-wide candidates considered

This chance forms part of an Expression of Interest (EOI) for a potential consulting engagement and is subject to successful tender award.

Professionals based in Adelaide or South Australia are preferred. Applications from suitably experienced candidates throughout Australia will also be considered.
