A major transformation program is underway to modernise how heavy vehicle access is managed, creating an opportunity for an experienced policy professional to contribute to significant regulatory and operational reform.

Your new role

As Principal Policy Advisor, you will take a lead role in developing and implementing policy associated with crane access modernisation and the transition from traditional permit-based arrangements to automated and network-based access pathways. Working within a multidisciplinary project environment, you will translate complex historical access arrangements into explicit, consistent and scalable policy settings and business rules.

Key responsibilities will include:

- Leading the development, review and implementation of crane access policies, guidelines and operational settings

- Analysing existing permit, notice and access arrangements and translating these into consistent business rules

- Developing policy positions relating to access conditions, escorts, pilots, curfews, route restrictions and exception pathways

- Providing high-level policy advice to support system design, testing, implementation and release readiness

- Undertaking legislative, regulatory and policy analysis to identify barriers, dependencies and reform opportunities

- Consulting with regulators, local governments, industry bodies, road managers and technical specialists

- Supporting the transition of suitable movements from permit-based processes to automated or network-based access

- Preparing executive and Ministerial briefs, policy advice, risk assessments, reports, recommendations and decision records

What you'll need to succeed

To be successful in this position, you will bring substantial experience in transport policy, heavy vehicle access, regulatory reform, road management or a closely related policy environment.

You will also demonstrate:

- The ability to interpret legislation, regulatory frameworks and operational requirements

- Highly developed analytical skills and the ability to turn complex policy requirements into practical business rules and implementation approaches

- Experience navigating complex stakeholder environments involving government, regulators and industry

- Strong consultation, negotiation and influencing capabilities

- Excellent written communication skills, particularly across executive, ministerial and stakeholder briefing materials

- The ability to identify policy risks, dependencies and implementation issues within complex transformation programs

What you'll get in return

- Initial contract through to 7 May 2027 with extension options
- Exposure to a high-profile transport modernisation program
- The opportunity to influence policy and regulatory reform at a senior level
- A collaborative, multidisciplinary government project environment
