Brisbane

- 6 month role with possible extension
- Brisbane CBD location

Our Queensland Government client is seeking a Principal Policy Advisor (Cranes) to lead policy development and reform activities associated with crane access modernisation and the transition of crane movements into the National Automated Access System (NAAS). You will establish enduring, consistent and scalable crane access policy settings, translate existing permit and notice arrangements into NAAS business rules, and support the transition from permit-dependent processes to automated and network-based access pathways across State-controlled and participating local government roads.

Key responsibilities

- Develop, document, maintain and evaluate crane access policies, guidelines and implementation settings for State-controlled and participating local government roads.
- Map and analyse historical crane permit, notice and access arrangements and translate them into consistent, scalable NAAS policy settings and business rules.
- Develop policy positions on crane access conditions, escorts, pilots, curfews, route restrictions, operational controls and exception pathways.
- Provide authoritative policy advice to support NAAS design, configuration, testing, release readiness and post-release implementation.
- Undertake legislative, regulatory and policy analysis to identify constraints, dependencies and reform opportunities affecting crane access modernisation.
- Lead policy consultation and issue resolution with industry peak bodies, the National Heavy Vehicle Regulator, local governments, TMR districts, regions, technical specialists and other road managers.
- Support the conversion of suitable permit-based crane movements to automated or network-based access pathways and identify opportunities for future network expansion.
- Prepare clear policy advice, decision records, risk assessments, briefings,

reports and recommendations for project governance, executive, Ministerial and stakeholder audiences.

Expected deliverables

- A mapped and validated record of crane access policy settings, historical permit arrangements and notice-based requirements relevant to the State-controlled road release.
- Documented local government crane access policy issues, participation dependencies and priority matters requiring resolution for onboarding decisions.
- Approved or escalated crane-specific NAAS business rules covering access conditions, escorts, pilots, curfews, restrictions, operational requirements and exception pathways.
- Crane access policies, guidelines, operational procedures and implementation guidance for State-controlled road movements and local government implementation support.
- Legislative and regulatory analysis, policy options and recommendations addressing identified barriers, inconsistencies and reform requirements.
- Consultation records, decision logs and issue-resolution advice documenting stakeholder positions, policy assumptions, dependencies, residual risks and matters requiring escalation.
- Executive, Ministerial and stakeholder briefing material supporting policy decisions, implementation readiness and crane onboarding.
- Release-readiness advice confirming crane access policy readiness, unresolved issues, decision records and post-release policy support requirements.

Capability
- The successful candidate will demonstrate extensive experience in transport policy,

heavy vehicle access, regulatory reform, road manager decision-making or a closely related environment. They will have a strong understanding of policy development and implementation, legislative and regulatory frameworks, access conditions and operational controls, and the interaction between policy, infrastructure, data, system rules and road manager responsibilities.
- The role requires the ability to analyse complex and historically inconsistent access arrangements, develop defensible policy positions, identify risks and dependencies, and translate policy intent into transparent business rules, operational guidance and implementable reform pathways. Demonstrated experience supporting digital system implementation, automated decision-making, policy-to-system translation, regulatory change or network access reform will be highly regarded.
- Strong stakeholder engagement, consultation and influencing skills are essential, including the ability to work effectively with industry peak bodies, regulators, local governments, technical specialists, policy and project teams, and road managers. The successful candidate will also possess highly developed written and verbal communication skills, with the ability to prepare authoritative policy advice, guidelines, decision records, briefs, reports and recommendations for operational, executive, Ministerial and external stakeholder audiences.
- There are no mandatory qualifications; however, relevant qualifications or substantial experience in public policy, transport, planning, law, regulatory administration, logistics, engineering, economics, information systems or a related discipline will be favourably regarded.
