We are seeking an experienced Senior Manager, Data Center Facility Development – JAPAC to lead regional data center development projects and manage a specialist team responsible for integrating construction activities with infrastructure delivery requirements.

This leadership role is responsible for coordinating facility completion, network infrastructure readiness, commissioning and operational handover across the JAPAC region.

The successful candidate will bring a strong background in Data Center construction delivery and network infrastructure, with the ability to connect multidisciplinary teams, manage complex delivery dependencies and ensure that completed facilities meet technical, quality and operational acceptance standards.

Key Responsibilities

Regional Leadership & Portfolio Management

- Lead the JAPAC data center facility development portfolio, aligning project priorities with business requirements and regional capacity plans.
- Establish delivery strategies, governance frameworks and resource plans across multiple concurrent projects.
- Oversee project scope, budgets, schedules, forecasts and change control.
- Provide senior stakeholders with clear reporting on project performance, capacity readiness, risks and key decisions.
- Drive consistent development and delivery practices while accommodating local regulatory, utility and construction requirements.

Specialist Team Leadership

- Lead, develop and manage a specialist team focused on construction-to-delivery integration.
- Establish clear team responsibilities, objectives, performance expectations and accountability.
- Allocate resources based on project complexity, delivery priorities and regional demand.
- Build team capability in construction coordination, network infrastructure integration, commissioning and operational readiness.
- Foster effective collaboration across regional teams, local project teams and external delivery partners.

Construction-to-Delivery Integration

- Lead the integrated delivery approach connecting facility construction, network deployment, commissioning and operational handover.
- Ensure network and operational requirements are incorporated into facility design and construction planning.
- Coordinate critical interfaces between construction and network infrastructure, including power, cooling, equipment spaces, containment, cabling pathways and physical access.
- Develop integrated delivery schedules identifying dependencies, sequencing requirements and readiness milestones.
- Coordinate site readiness for network installation, equipment deployment and testing.
- Proactively identify and resolve integration gaps affecting quality, delivery schedules or operational acceptance.
- Establish clear completion criteria and accountability across each delivery stage.

Facility Development & Construction Oversight

- Oversee feasibility assessments, site due diligence and development planning in collaboration with specialist teams.




- Coordinate design reviews to ensure constructability, maintainability and technical alignment.
- Monitor construction progress, quality standards and contractor performance.
- Coordinate utility connections, permits, statutory approvals and regulatory requirements with local teams.
- Partner with procurement and commercial teams on contractor selection, scope definition and contract performance.
- Manage project changes and assess impacts on cost, schedule, technical performance and operational readiness.

Commissioning & Operational Handover

- Coordinate commissioning, testing and acceptance activities across engineering, network and operations teams.
- Ensure commissioning plans address critical facility systems and network infrastructure interfaces.
- Lead readiness reviews and verify that operational acceptance requirements are met.
- Ensure defects, outstanding works and delivery risks have clear ownership and resolution plans.
- Oversee handover documentation, including as-built records, test results, operating procedures and asset information.
- Support structured transitions into operations, including training and post-handover issue resolution.

Risk, Safety & Quality Management
- Maintain oversight of portfolio risks and implement effective mitigation strategies.
- Ensure safety, environmental, security and quality requirements are embedded throughout project delivery.
- Work with qualified specialists to maintain compliance with applicable regulations and company standards.
- Escalate significant delivery risks with clear recommendations and practical solutions.
- Drive continuous improvement through lessons learned and standardised delivery practices.

Stakeholder & Partner Management
- Build strong relationships across engineering, construction, network, procurement, finance, legal, security and operations teams.
- Manage relationships with developers, consultants, contractors, vendors and delivery partners.
- Resolve cross-functional challenges and maintain alignment on scope, milestones and acceptance requirements.
- Represent facility development in regional planning, governance forums and project delivery reviews.

Required Qualifications & Experience

- Degree in Construction Management, Engineering, Telecommunications or a related discipline, or equivalent professional experience.
- Significant experience delivering complex Data Center projects is a Must.
- Solid background in both Data Center construction delivery and network infrastructure, including practical experience integrating these disciplines.




- Proven experience leading specialist or multidisciplinary teams.
- Experience managing multiple projects or a regional development portfolio.
- Demonstrated experience across construction, network deployment, commissioning and operational handover.
- Strong knowledge of project controls, budgeting, scheduling, risk management and change control.
- Experience managing contractors, consultants and technical delivery partners.
- Ability to interpret technical requirements and coordinate decisions across facility and network teams.
- Excellent communication, negotiation, problem-solving and senior stakeholder management skills.

Preferred Qualifications & Experience

- Experience delivering data center construction projects across ANZ or JAPAC region.
- Experience with hyperscale, colocation or other mission-critical facilities.
- Knowledge of data center power, cooling, physical security, structured cabling and network equipment installation requirements.
- Experience operating across diverse regulatory environments, supplier markets and delivery models.
- Relevant project management, engineering or construction certifications.
- Experience improving commissioning, acceptance and operational handover processes across multiple projects.

Location & Travel

This role is based in Sydney, Australia, with responsibility for data center facility development projects across Japan and Asia Pacific (JAPAC).

Regional travel will be required to support project delivery, site reviews, team leadership and stakeholder engagement.
