To strengthen our team, and in pursuit of recent business opportunities, we are seeking an experienced Pre-Contracts Manager for a contract role supporting a Sustainable Aviation Fuels project in Perth.

About the Role
We are seeking an influential and commercially astute Pre-Contracts Manager to lead the Sustainable Aviation Fuels project in Perth. The key focus areas will be to drive the tender process, liaise (and be the focal point) with client and external agencies, contribute to and negotiate high-value EPC/equipment contracts, frame bid-winning strategies and mitigate early-stage project risks. This role sits at the intersection of commercial strategy, engineering,



and legal framework management.
• Generate leads for EPC project/development opportunities across the portfolio. Prepare documentation and presentation material for prequalification, bids and projects.
• Develop and maintain strategic business relationships with major clients to promote brand awareness, strengthen positioning and enhance win probability.
• Manage pre-contract activities
- providing oversight to tendering and estimating / quantity surveying processes and bid management and be accountable for the end-to-end process; covering ROI, EOI, Request for Proposal (RFP), and Early Contractor Involvement (ECI) processes ensuring submissions are compliant, competitive, and on time.
• Present bid strategies and recommendations to executive stakeholders
• Collaborate with estimating, engineering, commercial, and delivery teams to develop strong proposals. Ensure robust interface management between multi-contract frameworks.
• Review market trends, pricing indices, and supply chain constraints.
• Lead and mentor the Bid Management team, driving high performance across tender activities




• Provide governance and oversight across all pre-contract activities, including risk management and approvals.
• Ensure compliance with internal procedures and external client/legal requirements.
• Develop and execute pursuit and win strategies for key opportunities
• Provide guidance and coordination of the negotiation and finalisation of post-tender Contract terms and conditions.
• Ensure effective handover from the bid phase to project delivery About You
• Minimum 15+ years of heavy infrastructure oil & gas projects with at least 5 years operating as a Pre-Contracts Manager
• Tertiary qualification in Engineering, Construction Management, Commerce, or related discipline
• Minimum 10 years' experience in project development, pre-construction, or project management within the construction industry.
• Proven experience in a senior pre-contract, bid management, or commercial leadership role
• Strong pre contacts/commercial background including risk analysis, pricing strategy, and contract understanding
• Demonstrated success managing pre-contract activities, tender processes, and project feasibility assessments.
• Experience leading teams and coordinating multidisciplinary project stakeholders.
• Excellent organisational skills with the ability to manage multiple priorities and deadlines.
