About the Branch
The Transformation Branch works collaboratively to turn strategy into measurable value for the agency. By bringing together future strategy, business and data architecture, data management and analytics, and strong governance, we support the delivery of agency priorities in a consistent, transparent and sustainable way. The Branch plays a central role in aligning strategy, investment and delivery, ensuring initiatives are prioritised, integrated and informed by evidence.
The following Sections are part of the Branch:
Value Management Office (VMO)
Provides agency-wide value management, governance and portfolio oversight to support informed investment decisions and maximise value delivered through the agency’s transformation portfolio. The team leads governance, reporting, risk management, benefits realisation and portfolio planning to support informed decision-making and accountability. Using SAFe Agile and portfolio management practices, it guides initiatives from onboarding through delivery and transition to business-as-usual, while embedding consistent governance across the Change Program.
Strategy and Business Architecture
Supports business lines in understanding their current and future states, and
- identifies opportunities for improvement in efficiency and effectiveness
- owns and maintains the repository of business capabilities, ensuring these are linked to people (org structures and accountability), strategic themes, processes, information assets, and technology
- owns and maintains the repository of data entities, repositories, data owners, and data architecture, increasing alignment of terminology, understanding, and data captured at source, and
- enables evidence-based decision-making by linking business capabilities and data to current and future requirements, existing investments, and identifying gaps for required investment.
Key functions include the ownership of Business Capability Mapping, Business Repositories, Strategic Alignment, Investment Linkages, Process Integration, Technology Alignment, and Data Architecture and Governance.
Product Management
Connects strategy, user needs, and delivery to ensure the agency builds the right thing at the right time. The function helps translate policy intent, scheme outcomes, and operational needs into a clear, prioritised pipeline of work that delivers measurable value. The team’s work supports the delivery of CER’s purpose by enabling effective administration of schemes and improving how participants, industry, and staff interact with our systems. They ensure that ideas and opportunities are turned into well-defined, evidence-based initiatives, and that delivery is aligned to strategic outcomes and measurable benefits. They are responsible for shaping and managing the agency’s product portfolio, including defining product vision,
maintaining roadmaps, and prioritising initiatives, epics, and features. Product owners lead product development to build the thing right by developing solutions that are
desirable for users, feasible to deliver, and viable within regulatory and operational constraints. Product Management plays a central role across the delivery pipeline, providing transparency of priorities, enabling informed decision-making, and ensuring delivery efforts are focused on the highest-value outcomes.
Organisational Change Management and Support
Provides a central point for organisational change, information governance, contracts, procurement and branch support, ensuring change is well planned, clearly communicated and successfully adopted. We turn strategic priorities, including the Change Program and digital delivery agenda, into practical actions that deliver real outcomes. The team provides trusted advice, straightforward frameworks and strong assurance to keep initiatives aligned with our operating model, regulatory requirements and corporate priorities. The team builds capability across the agency by embedding consistent change practices, lifting understanding of digital delivery, and improving how we communicate internally and externally. The team supports better decision-making through high-quality products, clear reporting and strong contract oversight. Through this work, we make it easier for the agency to deliver change, improving consistency, transparency and efficiency. This strengthens how we operate, supports reliable regulatory outcomes, maintains scheme integrity and builds confidence with stakeholders.
Data Innovation and Tools (DI&T;)
Enables the agency to get the most value from its data by improving data quality, accessibility and usability. It develops tools, insights and data practices that support informed decision-making, increase efficiency and improve business outcomes. More details are available below.
About the Section
The Data Innovation & Tools Section enables the Clean Energy Regulator to operate as a data-driven regulator by delivering timely, trusted, reusable and scalable data capabilities that support scheme integrity, regulatory decision-making and market transparency. We lead the development and delivery of the agency’s enterprise data strategy, translating business priorities into governed data products, integrated platforms and actionable insights. This work strengthens data foundations across all schemes, ensuring data is consistent, high quality and accessible to internal and external stakeholders.
The section advances Data Services to enable secure, efficient data sharing and interoperability across systems, participants and markets, while driving automation of high-value regulatory processes to reduce manual effort, improve timeliness and strengthen auditability. By embedding data governance,
quality controls and standardised delivery patterns, we deliver reliable, scalable and fit-for-purpose solutions. We partner closely with business, policy and technology teams to co-design and deliver outcomes aligned to regulatory priorities. Through these efforts, the section strengthens the agency’s ability to manage risk, support informed decision-making and maintain confidence in administered schemes and markets, while positioning the organisation to meet future regulatory and data demands.
