Program Manager - Family, Child & Youth Support (CaFS)
CatholicCare Diocese of Broken Bay – Artarmon NSW
Lead with purpose. Strengthen families. Shape better outcomes for children and young people.
CatholicCare Diocese of Broken Bay is seeking an accomplished Program Manager – Family, Child & Youth Support (CaFS) to lead a portfolio of family support programs across Northern Sydney. This is an opportunity for a demonstrated leader who knows this sector, understands the complexities of child protection and early intervention, and can translate that knowledge into high-quality practice and measurable outcomes.
You’ll lead a committed team delivering services that strengthen parenting capacity, promote child safety and help families navigate complex challenges before they marginalise into statutory intervention or out-of-home care.
This is a role for someone who can confidently lead the work, support the people doing it and take ownership of the outcomes.
What you’ll be doing
Lead services that make a difference
- Provide operational leadership across CaFS, CAPS and Supported Playgroup programs, ensuring high-quality, evidence-informed and trauma-informed service delivery.
- Provide confident leadership, professional supervision, mentoring and performance management to Senior Caseworkers, Caseworkers and the Intake Officer.
- Drive performance against contractual KPIs, service agreements, funding requirements and human services outcome measures.
- Oversee intake, triage, referral pathways, caseload allocation and service coordination to ensure families receive timely and appropriate support.
- Use data, file audits and practice reviews to identify service gaps,
manage emerging risks and drive continuous improvement.
Champion safeguarding, quality and accountability
- Maintain strong oversight of complex cases, child safety, mandatory reporting, incident management and safeguarding obligations.
- Ensure compliance with NSW Child Secure Standards, relevant legislation, DCJ requirements and organisational policies.
- Monitor program performance, prepare accurate contractual and funding reports, and ensure service delivery is supported by quality documentation and defensible decision-making.
- Work closely with the Area Manager and internal safeguarding and clinical teams to address complex risks and strengthen practice.
Build partnerships and strengthen community outcomes
- Develop strong working relationships with the Department of Communities and Justice (DCJ), Aboriginal Community Controlled Organisations (ACCOs), schools, health providers and community services.
- Identify opportunities for service development and grant funding that enhance outcomes for the communities we support.
Your experience and capability
We’re looking for someone who brings more than general leadership experience. You’ll have a strong understanding of child and family practice, the confidence to guide complex casework and the judgement to make sound decisions in challenging situations.
- A tertiary qualification in Social Work, Psychology, Social Science or a related discipline, or equivalent experience.
- Demonstrated experience supervising and overseeing complex casework involving children, young people and families experiencing vulnerability.
- Strong knowledge of NSW statutory child protection requirements, mandatory reporting, safeguarding and risk management.
- A proven ability to lead, develop and hold casework teams accountable while fostering a supportive, reflective and high-performing culture.
- Experience in intake, assessment, triage, case allocation and coordinating responses across multiple services.
- A sound understanding of early intervention, prevention, trauma-informed practice, family systems and strengths-based approaches.
- Strong capability in service performance, contractual compliance, outcome reporting and continuous quality improvement.
Experience working with DCJ and other statutory partners, integrated service models and culturally diverse communities will be highly regarded.
