Head of Local Government Programs and Policy - Victorian Local Governance Association (VLGA)

W&Co; Search is proud to partner with the Victorian Local Governance Association (VLGA) in the recruitment of its next Head of Local Government Programs and Policy.

The Victorian Local Governance Association (VLGA) is a member-led, non-partisan peak body supporting Victorian Councillors and Councils to strengthen governance practices and leadership and support better outcomes for local communities.

Reporting to the Chief Executive Officer and contributing to the Executive Leadership Team, the Head of Local Government Programs and Policy will lead the design and delivery of contemporary professional development, governance advice, policy development and member networks and programs.

A particular focus is the continued development of Councillor Professional Development (CPD), including mandatory training requirements outlined by the Victorian Government, relevant career development content and the recruitment and coordination of external facilitators.



You will help ensure VLGA programs respond to emerging sector needs, deliver genuine member value and remain commercially sustainable.

Working with a small team and stakeholders across the sector, you will combine strategic leadership with practical oversight of delivery, partnerships, budgets and service quality. You will also provide informed advice on local government legislation, governance and policy, strengthening the VLGA's advocacy and influence.

We are seeking a collaborative and hands-on leader with direct local government experience, a strong understanding of the Local Government Act 2020 and contemporary governance practice, and the ability to work confidently with Councillors, executives and sector partners. Experience developing learning and development programs or services, leading people and managing competing priorities will be important.
