The Recording & Transcription Program is a Court-led transformation initiative modernising recording and transcription services across the Courts through improved technology, service delivery, operating arrangements and governance.

We are seeking to fill two EL1, Project Manager positions within the Strategic Program Office:

- Project Manager – Transcript Ordering and Payment System
- Project Manager – AI and Human Transcription Approaches

Reporting to the Senior Program Manager, both roles are responsible for delivering significant initiatives that support the future of the Courts' recording and transcription services.

Position Overview: Project Manager – Transcript Ordering and Payment System

Reporting to the Senior Program Manager, the Project Manager leads end-to-end delivery of the Transcript Ordering and Payment System (TOPS). The role will deliver an operational minimum viable product by 30 June 2027, ready to support approved charging arrangements from 1 July 2027. It oversees the roadmap, design, requirements, architecture, assurance, procurement, build, testing, implementation and transition to operations.

The role manages the interface with the Charging Framework project. TOPS must progress independently while remaining configurable for approved policy, pricing, fee, exemption, waiver, revenue and commencement settings. The Project Manager identifies required inputs, manages dependencies and assumptions, and escalates decisions that threaten delivery.

Within delegated authority, the position is the primary TOPS delivery decision-maker. It translates user needs, Court obligations and technical and assurance requirements into a controlled minimum viable product, prioritised backlog, clear acceptance criteria and evidence-based release decisions. The role requires strong project, product, commercial and stakeholder leadership in a fast-paced, dependency-intensive environment.

Position Overview: Project Manager – AI and Human Transcription Approaches

Reporting to the Senior Program Manager, the Project Manager leads the evaluation and controlled piloting of transcription approaches for new formats, including speech-to-text and artificial-intelligence technologies. The role coordinates court trial support, quality and accuracy evaluation, human-review standards, vendor and model assessment, assurance and integration with the future Transcript Ordering and Payment System.

The position brings together judicial, operational, technical, privacy, security, legal, procurement, quality-assurance and vendor stakeholders. The successful candidate will apply disciplined experimentation and governance to ensure that evidence, risks and operational implications are clear before adoption decisions are made.

The key duties of the position include:

3. Own and prioritise requirements, the product backlog, user stories and acceptance criteria, maintaining traceability from user needs to design decisions, testing evidence and release outcomes.
4. Manage dependencies on Charging Framework policy, legal, pricing, fee, exemption, waiver, revenue, funding and commencement decisions, keeping TOPS configurable for charging and no-charging scenarios.
5. Coordinate multidisciplinary specialists and solution integration across identity, matter information, workflow, payments, reconciliation, suppliers, data, reporting, records and operational support.
