The Role We are seeking an experienced Business Change Manager holding a current TSPV or TSPA security clearance to support the successful adoption of project outcomes across policy, operational and technology workstreams within a highly secure government environment in Canberra. This role will focus on the people side of change, ensuring new systems, processes and ways of working are successfully understood, adopted and sustained across the organisation. Using the PROSCI ADKAR framework, you will develop and deliver end-to-end change strategies covering stakeholder engagement, communications, change impact analysis, training, organisational readiness and adoption. Working closely with project teams, SMEs and key stakeholders, you will translate project and technical delivery into practical business change, helping embed new behaviours and ways of working.

Key Responsibilities
• Develop and execute comprehensive change management strategies aligned with PROSCI ADKAR principles.
• Drive adoption of new systems, processes and ways of working across policy, operational and technology workstreams.
• Lead stakeholder engagement and strategic communications to build awareness, understanding and commitment to change.
• Conduct detailed change impact assessments and stakeholder analysis.
• Identify cultural and organisational barriers and develop targeted strategies to address resistance.




• Oversee training activities and work with SMEs to translate technical requirements into effective learning journeys.
• Build strong stakeholder relationships to drive engagement, buy-in and adoption.
• Integrate change activities and milestones into broader project delivery schedules.
• Assess organisational and user readiness and measure adoption using data-driven insights and success metrics.
• Identify and manage change-related risks and escalate potential blockers to project leadership.
• Support the ongoing sustainment of new practices, behaviours and ways of working.
• Provide change leadership, coaching and mentorship to strengthen organisational change capability.

What You'll Need
• 5+ years of hands-on experience planning and delivering complex business change initiatives.
• Robust experience applying structured change management methodologies, particularly PROSCI ADKAR.
• Proven experience partnering with project delivery teams to execute complex change initiatives.
• Strong stakeholder engagement, communication and relationship-management skills.
• Experience conducting stakeholder analysis and change impact assessments.
• Experience developing and delivering communications, training, readiness and adoption activities.
• Demonstrated ability to identify and manage resistance, change risks and adoption barriers.
• Strong leadership skills with the ability to manage competing priorities and build organisational capability through coaching and mentorship.
• Current TSPV or TSPA security clearance.
• Ability to work in Canberra. Preferred Skills
• Recognised change management qualification or certification, such as PROSCI.
• Experience delivering organisational change as part of complex technology transformation programs.
• Experience supporting change across policy, operational and technology environments.
• Experience operating within highly secure government environments.
• Understanding of business process improvement, business analysis, benefits management and stakeholder relationship management.
