Senior Business Analyst – Statement of Requirements

Contract to 30 June 2027 | Canberra City (hybrid: WFH plus one office day per week)

The opportunity

Ampersand is seeking an experienced Senior Business Analyst for a major procurement-readiness initiative within a government agency. You’ll lead the development of a Statement of Requirements (SoR) for the future replacement of legacy back-end revenue collection systems, working with business, architecture, and delivery teams in a PRINCE2/MSP workplace. This is a senior role. Junior and entry-level candidates will not be considered.

What you’ll do

- Lead current-state and future-state analysis, including business processes, business rules and customer journeys
- Elicit, analyse and validate business, capability, information, integration, functional and non-functional requirements
- Develop capability models, service blueprints, conceptual information models, process models, use cases and requirements traceability artefacts
- Define interoperability, integration and data requirements aligned to a composable architecture approach
- Facilitate workshops and build consensus across diverse stakeholder groups
- Support the development of procurement evaluation criteria and vendor response assessment frameworks
- Prepare analysis outputs,



reports and briefing materials for project and executive stakeholders

What you’ll bring

- Demonstrated experience as a Senior BA on complex ICT, digital transformation or enterprise platform and systems modernisation initiatives
- Extensive experience leading requirements elicitation, process and information modelling, and developing large-scale Statements of Requirements
- Experience supporting procurements of enterprise SaaS platforms, business systems or regulatory platforms
- Experience documenting complex business rules in regulatory, revenue, taxation, finance or compliance environments
- Strong workshop facilitation and stakeholder engagement skills
- Experience in revenue administration, taxation, rates, land tax or similar government regulatory environments (highly regarded)
- Service design, customer journey mapping or service blueprinting experience (desirable)

Other requirements

- Ability to obtain a cleared police check before starting (ASAP start)
- Canberra-based candidates are preferred. Interstate candidates are welcome if willing to travel to Canberra for on-site activities such as workshops.
