About the role

The Elder Care Manager leads the strategic growth and delivery of WASGAC's Elder Care Program, which supports Stolen Generations survivors to access culturally secure, trauma-informed, and survivor-led aged care supports. This role ensures the program not only meets current NACCHO-funded Elder Care Program obligations but evolves beyond them — responding holistically to the lived realities and long-term needs of survivors and their families. This role provides strategic oversight, team leadership, and direct contributions to policy development and funding acquisition. A key focus is building sustainability and expanding the program beyond NACCHO-funded deliverables to strengthen survivor wellbeing, system accountability, and community trust.

Key responsibilities

- Lead the ongoing development of the Elder Care Program in line with WASGAC's strategic priorities, community needs, and funding environment.

- Identify and respond to service gaps, including areas where My Aged Care access is insufficient to meet the unique needs of survivors.

- Contribute significantly to funding applications, concept papers, and strategic proposals that support program expansion and long-term sustainability.

- Support the development of future models of care that are holistic, community-led, and adaptable to changing systems and survivor priorities.

- Supervise and mentor the Elder Care team, including the Elder Care team leader and Connectors, fostering a collaborative, culturally safe, and high-performing team environment.

- Support consistency and quality in service delivery across all client interactions.

- Provide guidance and consultation on complex cases, including those involving elder abuse, public trustee/guardian involvement,

or institutional harm.

- Promote proactive, rights-based approaches that place survivor voice and self-determination at the centre of all care planning and advocacy.

- Build and maintain relationships with My Aged Care assessors, aged care providers, community-controlled organisations, and government stakeholders.

- Represent WASGAC in aged care and Stolen Generations sector forums, consultations, and working groups.

About you

- Experience working within an Aboriginal Community Controlled Organisation.

- Demonstrated senior management or leadership experience in aged care, community services, health, or a related human services field.

- Sound understanding of the history, ongoing impacts, and needs of Stolen Generations survivors, and a commitment to culturally secure, trauma-informed practice.

- Experience supervising and developing staff, including performance management and building a high-performing, culturally safe team.

- Demonstrated experience contributing to funding submissions, program design, and strategic planning.

- Knowledge of the My Aged Care system and aged care service pathways for older Aboriginal and Torres Strait Islander people.

- Excellent stakeholder engagement, advocacy, and representation skills across government, community and aged care sector partners.

- Sound understanding of relevant legislation, safeguarding obligations, and reporting/compliance requirements.

- Current Western Australian driver's licence, and ability to obtain and maintain a Working with Children Check, National Police Clearance, and NDIS Worker Screening Check (where required).

- Desirable: Tertiary qualification in aged care, social work, community services, health or business management, or equivalent experience.
