About Community Housing Canberra (CHC) Australia
CHC Australia is the largest not-for-profit provider of affordable and social housing based in Canberra, and the region's only Tier 1 registered community housing provider. Over more than 25 years it has grown to house over 2,000 Canberrans, with a team of 45 staff.
CHC is unusual in its sector. It both develops and manages properties, using its own development activity to help fund new supply and the services that sit alongside it, in addition to government funding.
In June 2026, the ACT Government announced a significant new investment in housing, expected to support around $650 million in community housing projects and help unlock new affordable homes through the Commonwealth’s Housing Australia Future Fund.
CHC is positioning itself to play a significant role in that growth. It has a pipeline of more than 1,000 new homes and over the next three years expects to grow its portfolio to around 2,400 properties through a mix of new development, turnkey purchases and acquisitions.
The Prospect
It’s rare to see a Canberra organisation preparing for this kind of growth, and rarer still in the not-for-profit sector. As CHC scales over the next one, three and five years, every current project, funding agreement and special purpose vehicle adds project, contractual, statutory and regulatory reporting. Reporting is currently coordinated at the team level, with opportunities to further enhance consistency through a more centralised framework.
That’s the opportunity for the newly created Data Governance and Reporting Manager.
You’ll work closely with the Senior Legal Officer and put in place the systems, frameworks and processes that will support CHC’s growth, and you’ll get to build them properly from the start. You’ll drive the change, your input will be valued and the results of your work will be visible across the whole organisation.
Just as importantly, you’ll bring people along the data journey with you, whoever they are and wherever they’re starting from.
- Set a growing organisation up for long-term success by building its data and reporting foundations the right way
- Create a single source of truth for reporting to various stakeholders, both internally and externally
- Shape future systems,
platforms and dashboards, knowing your recommendations will be heard
- Take the reporting load off teams across CHC, many of whom will welcome the support
- Work across the whole organisation, from tenancy and development to finance, HR and legal
- Stay connected to why the work matters, with families who will live in them
The Role
Reporting to the Senior Legal Officer, you’ll lead data governance and reporting across CHC, starting with how things work today and then building what the organisation needs next.
- Review current reporting, data and systems across teams, and identify gaps, overlaps and opportunities to improve
- Establish data governance, including shared definitions, data quality rules and clear data ownership
- Build and maintain a central register of reporting obligations
- Deliver accurate, timely reporting to government, regulators, funding partners and the Board
- Develop reports, dashboards and templates in Excel and Power BI,
- Design and document processes, quality assurance and data checks
- Act as the data and reporting lead on new system implementations, including assessing platforms and preparing business cases
- Lift compliance reporting, and advise on compliance status and data quality to the executive and the Audit, Risk and Finance Committee
The Ideal Person
This role will suit someone who has set up or uplifted data, governance and reporting across a diverse organisation.
You know the technical side well, but you are also a confident communicator that knows success depends on people.
You can sit down with a tenancy officer, a lawyer or an accountant, to understand how their teams work, listening before you design, and bringing them along as the organisation’s approach to data evolves.
You’ll also suit where CHC is right now. The organisation is growing quickly and going through a period of significant change,
so priorities will shift and the role will evolve with it. You’re adaptable, flexible in your approach and motivated by outcomes and a sense of purpose. You’d rather build a system that fits CHC than force teams into a rigid process with no real benefit.
You will bring the following skills and experience:
- Data skills across Excel, dashboards and experience extracting and reporting data from multiple systems
- Financial literacy and commercial acumen, and the ability to work confidently with both numbers and words
- Design, implementation and embedding of new processes across teams
- Strong stakeholder engagement and influencing skills, including explaining data and change to non-technical colleagues
Desirable
- Experience preparing reporting for government, regulators or Boards (e.g. statutory, compliance or regulatory reporting)
- Experience in property, construction, community housing, not-for-profit, government-funded or regulated environments
- An interest in social and affordable housing and the people it serves
Salary and Benefits
- $145k – $160k + 12% Super
- Permanent, full-time role based at CHC’s Bruce office
- Salary packaging available through CHC’s PBI status
- Flexible, outputs-focused working, typically two days from home
- Health and wellbeing benefit worth $700
- Free on-street parking at the Bruce office
