We are seeking an experienced Program Test Manager to lead the end-to-end testing capability for a major billing transformation program within the utilities sector. You will play a critical role in ensuring quality, governance and release readiness across a complex technology transformation involving multiple systems, vendors, integration points and data migration activities.

Key Responsibilities

- Lead and manage the program testing function, including functional testing, automation specialists, test leads and external testing partners.
- Develop and execute the overarching Program Test Strategy, integrated Test Plan and quality governance framework.
- Oversee the implementation, uplift and adoption of AQM (Application Quality Management) and Playwright, including frameworks, integrations, standards and training.
- Drive testing across system integration (SIT), end-to-end (E2E), regression, UAT, performance and other non-functional testing activities.
- Establish robust test governance, defect management, quality gates, requirements traceability and release assurance processes.
- Integrate data migration testing activities, dependencies and outcomes into the overall program testing strategy,



while working closely with the dedicated Data Migration Test Manager.
- Manage program testing budgets, resource forecasts, vendor performance, supplier costs and commercial deliverables.

Skills and experience

- Extensive experience as a Program Test Manager, Test Director or Senior Test Manager delivering large-scale, complex technology transformation programs.
- Demonstrated experience leading multidisciplinary testing teams of 15+ resources across multiple workstreams and suppliers.
- Experience within utilities, electricity, energy or regulated infrastructure environments.
- Exposure to enterprise billing platforms, customer information systems (CIS), metering or energy market systems.
- Practical experience with AQM / ALM and Playwright.
- Solid experience managing both functional and automated testing capabilities.
- Proven involvement in implementing or uplifting enterprise test management and automation tools, frameworks and operating models.
- Strong understanding of test strategy, SIT, E2E, UAT, regression testing, defect governance and release assurance.
- Experience managing substantial testing budgets, financial forecasts, suppliers and commercial performance.
