The key duties of the position include:
The Role
An exciting opportunity exists within the Naval Construction Branch (NCB) for a schedule assurance specialist. You will work in a complex operating environment as part of the shipbuilding performance assurance team in the NCB Operations directorate providing evidence-based assurance of schedule performance of major shipbuilding activities in naval shipyards.
You will support the implementation and delivery of continuous naval shipbuilding as part of a broader assurance ecosystem and contribute to the NCB mission through strong focus on knowledge and capability development.
This role is unlike a traditional scheduling position. You will not build or maintain project schedules — the Prime contractor perform those functions. Instead, you will work as part of an integrated team to provide assurance on whether reported schedules, forecasts and Earned Value performance indicators can be trusted — and whether they support sound, risk-informed decision-making by senior Defence leaders.
This is a role for an analytical thinker who asks not only "what does the schedule say?" but "should anyone believe this schedule?"
As the schedule analyst, you will:
- Conduct schedule performance analysis, reporting ship construction progress against contract schedules and applying schedule health checks and performance metrics to identify emerging issues;
- Assess schedule forecast credibility and undertake independent forecasting of milestone completion dates, including identification of risks and variances, and the impacts of proposed changes and variations;
- Assess schedule and cost performance of ship construction, using Earned Value principles and other project controls methodologies as applicable, as part of an integrated performance assurance team;
- Maintain the Infrastructure Master Schedule to support multi-ship, multi-program shipyard operations, productivity and cost improvement initiatives;
- Work collaboratively with internal and external stakeholders; including the Prime Contractors’ schedulers and other Defence schedule analysts;
- Promote best-practice scheduling and contribute to the development of internal schedule analysis capability and project controls maturity in NCB.
About our Team
Naval Construction Branch (NCB) is accountable for the assurance of ship construction, set-to work and transit of vessels constructed at the Osborne Naval Shipyard and Henderson precinct. We have branches in Osborne SA and Henderson WA, as well as a smaller presence in Port Macquarie, NSW.
NCB is furthering continuous naval shipbuilding and growing sovereign capability by overseeing the construction to ensure quality and standards are met, storing lessons learnt and developing standard shipbuilding procedures for construction.
NCB will oversee the construction of many different Navy vessels including Offshore Patrol Vessels, Hunter Class Frigates, General Purpose Frigates, Young Endeavour, Landing Craft (Medium and Heavy) and Patrol Boats. Working at NCB will enable you to be at the grassroots of continuous naval shipbuilding, where you are part of a working shipyard, being able to see and contribute to the vessels delivered and used in service by Navy.
NCB currently has highly skilled and diverse shipbuilding experience which will be shared to grow your hands-on construction knowledge. You will work alongside Navy personnel, internal project management officers and Prime contractors.
Our Ideal Candidate
We are seeking the following key qualities, skills and knowledge in our ideal candidate:
- Experience in undertaking performance analysis in a major project (turnover of $20 million or more);
- Robust analytical and critical thinking skills - with the ability to interrogate complex data and distill it for reporting to senior Defence management;
- Personal drive to actively support a team-based performance-focused culture and have a shared responsibility for the achievement of team goals and objectives;
- Strong stakeholder engagement and written and verbal communication skills - with the ability to communicate effectively with stakeholders at various organisational levels and across teams;
- Willingness to learn and ability to prioritise tasks based on organisational requirements;
- Experience working with limited direction - taking initiative, developing processes from scratch and delivering high-quality outputs under tight timeframes;
- Alignment with Defence values - demonstrating the behaviours expected of an APS professional operating in a complex, sensitive, and governance-intensive environment.
