About Arrow Health
Arrow Health is an approved provider of the Victorian Drink and Drug Driver Behaviour Change Program (BCP). We deliver the Drink Driver, Drug Driver and Intensive Drink and Drug Driver programs to Victorians working towards licence relicensing following a drink or drug driving offence, alongside our broader alcohol and other drug (AOD) and mental health services.
Our programs are facilitated by VicRoads-approved counsellors and psychologists who specialise in AOD treatment and behaviour change. We work with a mandated client group, and we take seriously our obligation to deliver the program with fidelity to the Department's manual and conditions of approval.
About the role
We are seeking an experienced, currently approved facilitator to take carriage of our Intensive Drink and Drug Driver Behaviour Change Program following the departure of our incumbent facilitator. This is a hands-on delivery role: you will run the group sessions, complete the individual sessions, and own the assessment, record-keeping and reporting that sit behind them.
The Intensive program comprises four sessions delivered over three weeks — three group sessions of approximately 3.5 hours each, plus one individual session — for participants with a second or subsequent offence, a BAC of 0.15 or above, a combined alcohol and drug offence, a refusal to provide a sample, or a serious motor vehicle offence involving alcohol or drugs. Group sizes are capped in line with Departmental requirements.
Because this cohort presents with higher complexity and higher risk, the role calls for a clinician who is confident holding a group, comfortable with mandated clients, and rigorous about compliance.
Key responsibilitiesProgram delivery
- Facilitate group sessions of the Intensive Drink and Drug Driver Behaviour Change Program in accordance with the Department of Transport and Planning program manual, conditions of approval and session plans, without variation to the approved content.
- Conduct the individual session for each participant, including exploration of substance use, driving behaviour, risk of reoffending and relapse prevention planning.
- Apply motivational interviewing and cognitive behavioural approaches to engage a mandated group and support genuine behaviour change rather than mere attendance.
- Co-facilitate and provide back-up facilitation for the Drink Driver and Drug Driver (standard) programs as required.
- Manage group dynamics, participant conduct, disclosure and distress safely, including participants who present intoxicated, hostile or disengaged, and escalate in line with Arrow Health policy.
Assessment, screening and referral
- Complete screening and assessment for each participant using the approved instruments, including substance use questionnaires and any required risk screening.
- Identify participants requiring further AOD, mental health or family violence support and make warm, documented referrals to appropriate services.
- Recognise and respond to acute risk, including suicidality and withdrawal, in line with Arrow Health's clinical governance framework.
Compliance, records and reporting
- Maintain accurate attendance records, session notes and participant files, and complete all documentation within required timeframes.
- Determine completion or non-completion against the Department's criteria and issue certificates of completion accordingly.
- Submit participant outcome data and reporting to the Department of Transport and Planning as required, and respond to Departmental queries.
- Participate in Departmental audits, including observed facilitation audits, and implement any resulting recommendations.
- Handle participant information in accordance with the Privacy and Data Protection Act 2014 (Vic), the Health Records Act 2001 (Vic) and Arrow Health policy.
Professional practice
- Maintain current Departmental facilitator approval, including any continuing professional development and re-approval requirements.
- Participate in regular clinical supervision, team meetings, and program review and quality improvement activity.
- Maintain current professional registration or membership and meet the CPD requirements attached to it.
- Contribute to the induction and mentoring of new facilitators, and to the ongoing improvement of Arrow Health's BCP delivery.
- Comply with Arrow Health's occupational health and safety, child safety and code of conduct obligations.
