Company Description

AROSE (Australian Remote Operations for Space and Earth) is a not-for-profit, industry-led consortium that positions Australia as a trusted global leader in remote operations, science, technology, and services on Earth and in Space. Established in 2020 and headquartered in Perth, Western Australia, AROSE serves as a single, neutral coordination point that translates space technologies into practical Earth applications, convening government, industry, and research partners to solve complex challenges no single organisation can address alone.

AROSE connects traditional Australian industry sectors with the emerging international space sector, enabling collaboration on targeted, industry-driven projects built on Australia’s remote operations expertise. These projects deliver advanced, niche technologies and solutions that transform industries, support space exploration, and generate long-term benefits for the economy, workforce, communities and the planet. Founded in February 2020, AROSE draws on deep expertise in intelligent and autonomous systems and is supported by the WA Government through the Department of Energy and Economic Diversification.

AROSE’s 2026 to 2030 strategy focuses on building sovereign capability, driving cross-sector adoption of space technologies, and developing the future workforce, as the organisation transitions toward a self-sustaining funding model built on membership, project contracts and managed services.

Role Description The Program Lead - Member Collaborations leads member-driven collaborations across a dynamic portfolio of focus areas. Each focus area is organised around a central theme, or group of related themes, and contains multiple projects and expected outcomes. Portfolios are shaped by where AROSE members choose to focus and evolve over time.

At its core this is a program, project and collaboration management role. The Program Lead convenes members around shared focus areas,

develops the concepts to be worked on together, puts in place the agreements required to proceed, and then manages execution to deliver the agreed outcomes. Throughout, the role reinforces AROSE’s position as a neutral integrator, bringing members together rather than competing with them.

This is a Perth-based role (primarily in office, with travel for member and partner engagement), offered on a two-year fixed-term contract, full-time or part-time by agreement. AROSE may be open to non-Perth-based candidates with specialised skills or capabilities. AROSE expects to make one to three appointments to this role, each sharing the same title and holding a distinct, member-driven portfolio of focus areas.

Key Responsibilities

- Own a dynamic portfolio of member-driven focus areas, each organised around a theme or group of related themes and spanning multiple projects and outcomes; shape and reprioritise it in response to member interest and AROSE’s strategic priorities.
- Work with a set of AROSE members to identify shared focus areas, convene and lead collaborations as a trusted, neutral facilitator, and build senior relationships across members and partners.
- Develop collaborative concepts, use-cases and project definitions with members, translating their needs into well-scoped, deliverable activities that draw on AROSE’s cross-sector capabilities.
- Put in place the agreements required to proceed, including collaboration arrangements, project agreements and any teaming or contracting, ensuring roles, contributions, intellectual property and commercial terms are clear before execution begins.

- Manage execution across the portfolio by tracking scope, schedule, budget, risk, and quality, and coordinating members, secondees, partners, and contractors to deliver agreed outcomes.
- Oversee program governance, facilitate workshops and meetings, prepare reports and presentations, and report on portfolio progress, outcomes and pipeline to the CEO and, as required, the Board.
- Contribute to member value delivery, retention and pipeline in partnership with the General Manager, Partnerships, and support continuous improvement of AROSE’s collaboration frameworks and processes.

Qualifications

- Demonstrated program, project, or collaboration management experience, including planning, coordinating, and delivering multi-stakeholder initiatives from concept through agreement to execution.
- A track record of convening and leading multi-party collaborations and of building and retaining senior relationships across industry, government and research.
- Sound commercial judgement and familiarity with collaboration, project or teaming agreements, including IP and contracting considerations.
- Excellent communication skills, including stakeholder engagement, facilitation, presentation and report writing.
- Strong analytical skills to interpret information, assess performance and support evidence-based decisions.
- Ability to work autonomously within a small team and to manage a dynamic, shifting portfolio of work.
- Relevant tertiary qualification in business, project/program management, engineering, science or a related field.
- Experience with industry consortia, research organisations, or government/industry partnerships is highly regarded.
- Familiarity with the space, resources, defence, agriculture or remote operations sectors is an advantage.
- Able to work on-site in Perth, WA, and/or collaborate effectively in multidisciplinary, cross-sector, geographically diverse teams.
