The Reserve Bank of Australia is commencing a planning phase for what is expected to be a once-in-a-generation program to modernise the Reserve Bank Information and Transfer System (RITS), Australia’s high-value payments settlement system. We are seeking two Senior/Lead Analysts to join the RITS Modernisation Planning Phase, a strategic initiative that will shape the future direction of RITS. These roles provide a unique opportunity to contribute to work of national significance, helping define the future of interbank settlement services in Australia.
About Payments Settlements Department and RITS Modernisation
Payments Settlements Department operates the Reserve Bank Information and Transfer System (RITS), Australia’s high-value payments settlement system. RITS is critical national infrastructure, underpinning the stability and efficiency of Australia’s financial system. The RITS Modernisation program will help ensure that this infrastructure remains highly resilient, and that interbank settlements services support innovation and remain fit for purpose into the future.
The planning phase will establish the strategic foundation for a multi-year modernisation program by first developing a shared vision for a modern RITS service. As a project team we will be identifying and building a set of target-state capabilities by engaging internal and external stakeholders, developing delivery options and preparing the business case for the next phase.
About the role
Working within the Business Development & Analysis team in Payments Settlements department, you will play a central role in delivering the Planning Phase of the RITS Modernisation program. You will support and contribute to complex strategic analysis, stakeholder engagement and program development activities that will inform future investment decisions and establish the vision for a modernised RITS. You will work closely with senior leaders across the Bank, technology specialists, policy teams and industry participants.
You will engage with peer central banks and external advisers. The project team will support governance forums and contribute to the development of recommendations that will guide the next phase of this major transformation program.
In this role, you will:
- Support design and delivery of internal and external stakeholder consultation activities, including public consultation and engagement with a wide range of industry stakeholders such as RITS members, government agencies, regulators and overseas central banks.
- Undertake, lead and contribute to strategic, economic, policy and operational analysis to assess future-state capabilities and delivery options. Contribute to the development of a Vision for a Up-to-date RITS, a delivery options paper and a business case for the next phase of the modernisation program.
- Synthesise information and contribute to high-quality briefing materials, discussion papers, Board submissions and executive communications.
- Build productive relationships across the Bank and with external stakeholders to support building consensus on complex issues.
- Actively contribute and work constructively with project team members to achieve project outcomes, and support a collaborative, high-performance culture aligned with RBA values.
About you
We are looking for candidates who demonstrate:
- strong critical thinking and problem-solving skills, including the ability to structure ambiguous issues, identify priorities and develop practical approaches
- sound judgement and the ability to assess evidence, draw well-supported conclusions and think strategically about long-term outcomes
- clear and concise written and verbal communication, tailored to a range of audiences including senior internal and external stakeholders
- the ability to research and synthesise complex information and translate it into clear insights and advice
- strong collaboration, relationship-building and stakeholder engagement skills, including the ability to work with different perspectives and build alignment
- effective organisation and the ability to manage competing priorities, adapt as work evolves and maintain momentum
- curiosity, initiative and the ability to learn quickly, contribute ideas and constructively challenge colleagues in a collaborative team environment.
Experience in payments,
