HorizonOne Recruitment

Canberra

Our client is a high-profile federal government department whose work requires its people to hold an NV2 or PV security clearance. Its Enterprise Portfolio Management Office (EPMO) oversees a broad mix of ICT and non-ICT programs and projects across the department.

The Prospect

HorizonOne has partnered with our client to recruit cleared project, program and portfolio professionals into its EPMO. The EPMO works across the whole portfolio rather than a single initiative, providing the governance, planning, reporting and assurance that senior decision-makers rely on.

Roles range from APS 4 to EL2 and are offered as labour hire contracts with a 24-month initial term and a 12-month extension option.

You can apply once and nominate the role or roles that best match your experience.

- Up to three years of continuity: a 24-month initial contract with a 12-month extension option
- Enterprise-level visibility of how a major department plans, prioritises and governs its investments
- Exposure to both ICT and non-ICT programs, broadening your experience beyond a single delivery type
- Eleven roles from APS 4 to EL2, so you can apply at the level that reflects your experience
- Put your NV2 or PV clearance to work in an environment where it is genuinely required

The Role Eleven roles are available across portfolio, program and specialist functions. Please nominate the role or roles you are applying for:

- Portfolio Manager – oversee the department's portfolio of programs and projects, supporting investment prioritisation, governance and executive reporting.
- Portfolio Coordinator – coordinate portfolio governance cycles, committee papers, schedules and status updates across the EPMO.
- Portfolio Analyst – analyse portfolio data on cost, schedule,

risk and dependencies to inform prioritisation and decision-making.
- Program Director – lead the delivery of a major program, accountable for outcomes, governance and senior stakeholder engagement.
- Program Manager – manage a program of related projects through planning, delivery and benefits realisation.
- Program Controller – maintain schedule, financial, risk and change control, and the baselines that program delivery is measured against.
- Business Architect – map business capabilities, processes and target states so investments align with the department's strategic direction.
- Reporting Analyst – build and maintain the reporting and dashboards that give the department visibility of its portfolio.
- PMO Reporting Analyst – collate project and program status data into accurate, timely reports for EPMO governance forums.
- Program Assurer – conduct independent assurance reviews and health checks, testing delivery confidence and governance compliance.
- Enterprise Change Analyst – assess change impacts across the enterprise and support business areas to plan for and adopt change.

The Ideal Person You have delivered or supported projects and programs in a governed environment, and you understand that an EPMO's value comes from giving decision-makers an accurate, timely picture of where delivery really stands. Your background may be in ICT,

non-ICT or both; what matters is that you work comfortably within formal governance frameworks.

You will bring the following skills and experience:

- A current NV2 or PV security clearance (mandatory).
- Project, program, portfolio, PMO or reporting experience consistent with the role and level you are applying for.
- Experience with governance, reporting, risk, issue and dependency management across multiple projects or programs.
- Clear written communication, including status reports, briefs and dashboards for senior audiences.
- The ability to build working relationships across business, ICT and governance areas.

Desirable:
- Commonwealth government experience, ideally within an enterprise or portfolio-level PMO.
- Relevant certifications such as PRINCE2, MSP, MoP, P3O, PMP, AgilePM or Prosci.
- Familiarity with the DTA's Digital and ICT Investment Oversight Framework and its Assurance Framework.
- Experience with reporting and PPM tools such as Power BI or Microsoft Project.
