About the role
We’re seeking a Specialist Organisational Change Manager / Change Lead to deliver end-to‑end change for a large, complex enterprise setting within a major public sector organisation.
You will lead the development of detailed business cases and implementation plans for significant organisational change initiatives, working closely with senior stakeholders across HR, industrial relations, finance, legal, ICT and business leaders.
The role spans strategic analysis, governance and executive documentation through to transition planning, implementation oversight, stakeholder engagement, and benefits realisation to ensure changes are operationally feasible, compliant and embedded successfully.

Required skills

- Proven experience leadingend-to‑end organisational change (strategy → implementation → transition/embedding)
- Strong capability developingdetailed business cases (options analysis, costs/benefits, risks, recommendations)
- Demonstrated ability to create and manageimplementation plans (workstreams, milestones, dependencies, resourcing, timeframes)




- Expertise inorganisational design andworkforce transition planning (impacts, mitigations, ways of working)
- Strong understanding ofHR and industrial relations considerations, including consultation obligations and relevant industrial instruments
- Ability to produce high-qualityexecutive documentation (briefs, governance papers, decision papers)
- Solid program/project delivery skills includinggovernance, reporting, risk & issue management
- Advancedstakeholder engagement, influencing and negotiation skills with senior leaders
