We are seeking two accomplished Senior Business Analysts to play a pivotal role in the delivery of the Licensing and Registration Management System (LRMS), supporting the transition from a legacy licensing and registration environment to a up-to-date digital platform.

The LRMS program is one of Victoria Police's most significant business transformation initiatives and will modernise the delivery of firearms licensing and registration, private security licensing and prohibited weapons management, improve data quality and support integration with the National Firearms Register.

About the role:

Reporting to the Product Owner, the Senior Business Analyst will work at the intersection of people, process, data and technology to support the successful delivery of LRMS.

Your duties will include:

- Lead business analysis activities across the LRMS transformation program.
- Facilitate workshops and stakeholder engagement activities to identify business needs, opportunities and outcomes.
- Elicit, analyse and document business and functional requirements.
- Analyse business processes and operating models to identify opportunities for improvement.
- Partner with business stakeholders and technology teams to translate complex requirements into practical solutions.
- Lead the identification and resolution of business and data quality issues, including data validation, cleansing and remediation activities associated with legacy systems and data migration.
- Support solution delivery, including backlog refinement, testing, implementation and business readiness activities.
- Support System Integration Testing (SIT), User Acceptance Testing (UAT) and defect resolution activities.
- Provide informed advice and recommendations to support delivery outcomes and decision-making.

About You:

The successful candidate will ideally have the following skills and experience:





- Demonstrated experience delivering business analysis services within complex programs, projects or operational environments.
- Strong knowledge of business analysis methodologies, tools and techniques.
- Proven ability to analyse complex business processes, systems, data and operational challenges, and develop practical solutions.
- Experience supporting data quality, data validation, cleansing, migration or remediation activities.
- Experience supporting system implementation, SIT and UAT activities.
- Excellent communication, facilitation and stakeholder engagement skills, with the ability to influence outcomes and build effective relationships.
- Ability to quickly understand complex business domains, navigate ambiguity, manage competing priorities and deliver outcomes within tight timeframes.
- Familiarity with agile, iterative or hybrid delivery approaches will be highly regarded.

Further Information:

- Two (2) x full-time, fixed term position to 30/09/2028 available.
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
