As our ANZ business continues to grow, we are seeking an experienced Operations Manager – Bids & O&M; Support to help win and successfully mobilise major infrastructure contracts.

About the Role

This unique career opportunity sits at the intersection of business growth and operational delivery. You will lead the development of Operations & Maintenance (O&M;) solutions for major water, wastewater, and infrastructure tenders, while also taking ownership of mobilisation, transition, and start-up activities for newly awarded contracts.

Working closely with our Growth, Commercial, Engineering and Operations teams, you will ensure operational excellence is embedded from bid development through to live service delivery.

Key responsibilities include

- Leading O&M; solution development for major DBOM, O&M; and performance-based contract bids.
- Developing mobilisation strategies, operating models, workforce plans and costings for tender submissions.
- Supporting EOI and ECI processes, client presentations, contract negotiations and risk assessments.
- Leading mobilisation and transition activities for newly awarded contracts.
- Establishing operational systems, procedures, compliance frameworks and reporting structures.
- Recruiting, onboarding and leading O&M; teams during start-up phases.
- Managing mobilisation schedules, budgets, risks and stakeholder engagement.
- Driving continuous improvement,



standardisation and knowledge sharing across the business.
- Championing a strong safety culture and ensuring compliance with HSEQ and regulatory requirements.

About You

You are an experienced operational leader with a strong track record in the water, wastewater or infrastructure sectors. Equally comfortable contributing to competitive tender submissions as you are leading teams through complex mobilisations, you bring both commercial awareness and hands-on operational expertise.

To be successful, you will have:

- Tertiary qualifications in Engineering or a related technical discipline, or equivalent industry experience.
- 10+ years' experience within water, wastewater, utilities or infrastructure services.
- Demonstrated success leading O&M; mobilisation, transition, commissioning or contract start-up activities.
- Experience working across multi-disciplinary bid, engineering and operational teams.
- Strong understanding of O&M; service delivery, operational risk management and compliance requirements.
- Commercial acumen and exposure to DBOM, PPP or other performance-based contract models.
- Exceptional stakeholder engagement, leadership and communication skills.
- A proactive, solutions-focused approach and the ability to thrive in a dynamic project setting.
- Current Australian Driver's Licence.

Our ideal candidate will be located in Victoria and will be comfortable travelling regularly and spending periods interstate to support major tender pursuits, contract mobilisation activities and operational start-ups across ANZ.
