Capability and Enablement Leads
Two positions | Two-year fixed-term contracts | Full time | Hybrid working
Build leadership capability. Enable change. Shape the future of work.
Glen Eira City Council has created two exciting opportunities for experienced capability and change practitioners to help translate strategy into practical leadership action across the organisation.
Reporting to the Head of Enterprise Capability and Change, you will work with senior leaders to strengthen enterprise leadership capability, embed organisational frameworks and support the adoption of new and innovative ways of working. This is an influential role for someone who can turn complex priorities into practical, scalable approaches that leaders can confidently apply within their teams.
About the opportunity
These are not traditional learning and development roles. They are enterprise-wide enablement positions focused on evolving leadership practice, strengthening adoption and building capability at scale. Across the two positions, you will design and deliver leadership forums, workshops, practical development activities, tools and resources that help leaders implement strategic priorities, lead change, foster innovation, make enterprise-focused decisions and prepare their teams for future ways of working. You will be someone who knows how to work with subject matter experts, using your influence and experience to enable them to work effectively towards organisational outcomes.
What you will bring
- Proven experience designing and delivering leadership or organisational capability initiatives.
- Strong change enablement experience, with the ability to help leaders adopt and sustain new ways of working.
- Highly developed facilitation, coaching and stakeholder engagement skills.
- The credibility and confidence to influence senior leaders and deliver outcomes through others.
- Experience applying innovation, continuous improvement or structured problem-solving approaches.
- The ability to translate complex strategies, frameworks and emerging requirements into practical, business-ready solutions.
- An understanding of artificial intelligence, emerging technology and their implications for leadership and organisational effectiveness.
Why Glen Eira?

You will join a professional, friendly and supportive workplace where your expertise can influence leadership practice across the organisation and make a visible contribution to its future direction. Glen Eira also offers hybrid and flexible working arrangements, learning and development opportunities, health and wellbeing initiatives, comprehensive leave entitlements and employee recognition programs.
