Full Stack Software Developer - Environmental Modelling Platform Modernisation
Our client is a large Australian Government department responsible for environmental sustainability, clean energy and natural resources policy. They are seeking a talented Software Developer to support the modernisation of a critical environmental modelling platform used to underpin Australia's land sector greenhouse gas accounting, carbon stock estimation and environmental reporting.
The platform is transitioning from legacy technologies to a scalable, cloud-native architecture built on Microsoft Azure, and this role sits at the heart of that transformation.
About the Role
You'll contribute to the design, development and ongoing enhancement of modern cloud-native solutions, while also analysing existing and legacy applications to understand system behaviour, business rules and technical dependencies. The role supports both modernisation initiatives and the day-to-day operation of business-as-usual applications to ensure continuity of critical services throughout delivery.
You'll work closely with architects, systems analysts, data engineers, scientists and business stakeholders - helping to modernise capabilities while maintaining the integrity, accuracy and reproducibility of scientific outcomes.
Location
Canberra, ACT only. This role is not available to remote or interstate candidates.
Security Clearance
An active Baseline security clearance (or higher) is mandatory. Applications without an active clearance will not be considered.
Key Duties and Responsibilities
The successful candidate will:
- Design, develop, test, deploy and maintain cloud-native .NET applications and REST APIs on Microsoft Azure using services such as Azure App Service, Functions, Key Vault, Blob Storage, ADLS Gen2 and API Management.
- Implement secure application and API access using Microsoft Entra ID, OAuth 2.0 and OpenID Connect.
- Develop secure, scalable and maintainable application components using up-to-date software engineering practices.
- Analyse existing .NET, C++, Python and SQL codebases to understand business rules, data transformations, integrations and system behaviour.
- Develop modern web applications using Angular across the full application stack.
- Work with SQL Server and Azure SQL on data-intensive workloads, including query development, optimisation and performance tuning.
- Develop and optimise high-performance and computationally intensive workloads, including integration with HPC environments where required.
- Support maintenance and operational support of existing applications while modernisation is underway.
- Develop software components supporting environmental modelling, simulation workflows, carbon accounting, analytics and reporting.
- Implement business rules, calculation logic, validation and data processing requirements within cloud-based applications.
- Collaborate with scientists, analysts and technical specialists to implement complex calculation and modelling capabilities while maintaining scientific integrity and reproducibility.
- Work with subject matter experts to refine requirements and translate them into maintainable, scalable software components.
- Develop and maintain APIs, integrations and data exchange services between applications, modelling platforms and external systems.
- Support integration with environmental datasets, geospatial systems and external data providers.
- Contribute to cloud-native analytics and data processing solutions leveraging Azure data services.
- Contribute to data lineage, auditability and reproducibility requirements within applications and processing solutions.
- Contribute to automated testing, CI/CD pipelines, observability, security and operational support capabilities.
- Troubleshoot application, database and integration issues and participate in root cause analysis and remediation.
- Support testing and validation to ensure solutions meet scientific, business and reporting requirements.
- Develop an understanding of environmental modelling workflows to support modernisation and enhancement activities.
- Produce and maintain technical documentation,
code artefacts and implementation guidance.
- Ensure solutions align with architecture standards, security requirements and development best practices.
- Experience with Azure Data Lake, Databricks and Power BI is desirable, with an interest in data engineering and data science concepts.
Essential Criteria
Responses to each criterion are required and must not exceed 3,000 characters each.
1. .NET and Azure Development (25%) Demonstrated extensive experience developing and supporting applications using C#, .NET/.NET Framework and Microsoft Azure, including delivery of secure, scalable and maintainable applications, APIs and services.
2. Software Engineering Practices (20%) Strong understanding of modern software engineering practices, including REST APIs, distributed applications, automated testing, CI/CD, secure development practices, observability, performance optimisation and operational support.
3. Full Stack Development (20%) Experience developing modern web applications using Angular or comparable JavaScript/TypeScript frameworks such as React or Vue. Candidates should demonstrate the ability and willingness to develop strong Angular capability where required.
4. Data and Performance Engineering (20%) Strong experience working with SQL Server, Azure SQL or equivalent relational database platforms, including data access, query optimisation, troubleshooting and performance tuning for data-intensive applications.
5. Technical Analysis and Problem Solving (15%) Demonstrated ability to analyse unfamiliar or legacy codebases, understand system behaviour and business logic, investigate technical issues, and work collaboratively with architects, analysts and domain experts to clarify requirements and implement effective solutions.
Desirable Skills
- Experience with .NET Framework, Angular, C++ and geospatial technologies.
- Familiarity with Azure Data Lake, Databricks or Power BI.
- Interest in data engineering, environmental modelling or scientific computing.
Candidates with strong software engineering fundamentals, a demonstrated ability to learn current technologies and a willingness to grow into new areas are strongly encouraged to apply.
