Job Description
Senior Manager, Grants & Government Funding (Decarbonisation) n
Lead the government funding strategy behind some of Australia’s most ambitious industrial decarbonisation projects.
About us n
We are developing world-leading industrial decarbonisation and advanced manufacturing projects across Australia. Our multi-billion-dollar pipeline combines renewable hydrogen, electrified heavy industry and large-scale manufacturing. The goal: cut emissions in some of the economy's hardest-to-abate sectors and build current manufacturing and sovereign capability onshore.
The role n
This is more than a grant writing role. You’ll be our lead on government funding: the person ARENA, the Department of Industry, Science and Resources, the CEFC, the National Reconstruction Fund and NSW agencies know and trust. You’ll set our funding priorities, shape proposals through early engagement, lead applications from expression of interest to signed funding agreement, and make sure every commitment is delivered once funding is secured. You’ll work directly with our executive team and have a real say in how we deliver our projects.
The funding landscape you’ll work across ARENA: n
the Future Made in Australia Innovation Fund, the Industrial Transformation Stream and the Advancing Renewables Program
Department of Industry, Science and Resources: n
Future Made in Australia grants, the Investor Front Door and Major Project Status
CEFC, National Reconstruction Fund and Export Finance Australia: n
debt, equity and export finance alongside grants
Clean Energy Regulator and ATO: n
the Hydrogen Production Tax Incentive and Guarantee of Origin certification
NSW Government: n
the Net Zero Industry and Innovation Program, the Net Zero Manufacturing Initiative, Investment NSW and the Investment Delivery Authority
What you’ll do Strategy and pipeline n
Build a funding strategy for each project, blending grants,
concessional finance and tax incentives into a capital stack our executive and lenders can rely on
n
Run a live funding pipeline with clear priorities, deadlines and owners
n
Track Future Made in Australia, ARENA’s investment priorities and NSW funding rounds, and brief the executive on what changes mean for us before they land
Funding body relationships n
Build trusted relationships with the funding and investment teams at ARENA, DISR, the CEFC, the NRF, Export Finance Australia and NSW agencies, so we’re known well before we apply
n
Engage early: take projects through ARENA’s funding advice and endorsement process and pre-application meetings with other agencies, testing fit and strengthening proposals before anything is lodged
n
Keep ministers’ offices and senior officials briefed, working alongside our executive team
Applications n
Lead expressions of interest, full applications and business cases end to end, drawing on our engineers, financial analysts, legal advisers and specialist writers
n
Make every submission answer what each funder actually assesses: merit criteria, co-funding, knowledge sharing and community benefit commitments under the Future Made in Australia framework
Negotiation and delivery n
Manage due diligence and negotiate funding agreements, milestones and conditions precedent
n
Once funding is secured, run milestone reporting, compliance and acquittals so every commitment is met and every dollar is accounted for
Policy and the function n
Prepare submissions to consultations and inquiries,
and make the case for Australian manufacturing and industrial decarbonisation in federal and NSW policy
n
Manage external grant advisers and build the systems behind the work, from pipeline tracking to a library of reusable application content
What success looks like in your first year n
A funding strategy and live pipeline covering every project
n
Working relationships with the key teams at ARENA, DISR, the CEFC, the NRF and NSW agencies
n
Priority applications lodged and the first funding agreements negotiated
About you n
At least three years’ experience in government funding, grants, government relations or public policy
n
A track record of winning major grants or concessional finance for capital projects, ideally $10 million or more, in energy, resources, manufacturing or infrastructure
n
A clear understanding of how funding bodies assess, negotiate and manage projects, from merit criteria to milestone payments
n
Exceptional writing: a two-page ministerial brief and a 100-page application with equal clarity
n
Commercial grounding in business cases, financial models and project finance
n
Uncompromising integrity: everything we put to government must be accurate and defensible
n
Sound judgement, discretion and a bipartisan approach
n
The organisation to run several applications and agreements at once without missing a deadline
n
Willingness to travel to Canberra and regional NSW
n
Highly regarded:
n
Time at ARENA, the CEFC, the NRF, DISR, a NSW agency or a minister’s office
n
Direct experience with the FMA Innovation Fund, the Industrial Transformation Stream or Hydrogen Headstart
n
A degree in public policy, economics, engineering, law, commerce or a related field
n
If you meet most of this and the role excites you, we’d still like to hear from you.
