Role Overview

Defence is seeking an experienced Business Intelligence Analyst to support a significant Defence intelligence and targeting capability modernisation initiative.

The role will contribute to the transition towards the Machine-assisted Analytic Rapid-response System (MARS) and the development of sovereign intelligence capabilities supporting Australia's whole-of-government intelligence and targeting requirements.

The successful candidate will primarily support the preparation of government submission documentation for DEF109, alongside related project documentation, business analysis and stakeholder engagement activities.

Key Responsibilities The successful candidate will:

- Investigate and analyse operational requirements, business problems and opportunities.
- Identify potential improvements to existing business processes and systems.
- Engage with stakeholders to understand objectives, requirements and operational challenges.
- Analyse business requirements and identify practical solutions and options for consideration.
- Support the preparation of government submissions and associated project documentation.
- Identify and assess potential business benefits and improvement opportunities.
- Work with stakeholders to define acceptance tests and requirements.
- Contribute to the selection and application of appropriate business analysis methodologies, tools and techniques.
- Apply predictive or Agile/iterative approaches as appropriate to project requirements.




- Support broader Defence capability development and modernisation activities.

Relevant Experience And Capabilities Candidates should demonstrate relevant experience in:

- Business analysis and operational requirements analysis.
- Business process investigation, analysis and improvement.
- Stakeholder engagement and requirements gathering.
- Analysing business problems and identifying solution options.
- Development of government submissions, business cases or project documentation.
- Requirements definition and acceptance testing.
- Business analysis methodologies and techniques.
- Working within complex Government, Defence or enterprise environments.
- Strong written communication, analytical and problem-solving skills.
- Ability to work collaboratively with technical, operational and business stakeholders.

Relevant Background Experience in the following areas would be particularly relevant to the assignment:
- Defence capability development and project environments.
- Intelligence, targeting or Defence information systems.
- Government approval and submission processes.
- Business and operational requirements analysis.
- ICT or digital capability transformation.
- Stakeholder consultation across Defence and Government organisations.

Candidate Profile This opportunity would suit an experienced Business Analyst, Senior Business Analyst, Capability Analyst, Strategic Business Analyst or Defence Project Analyst with strong analytical, stakeholder engagement and documentation capabilities.

The strongest candidates will have experience supporting Defence or Government capability programs, particularly where the role involves translating complex operational requirements into structured analysis, solution recommendations and high-quality documentation for decision-makers.
