You will lead and develop the people who plan, design and support the delivery of infrastructure for Isaac's communities.
With the team's scope recently expanded, this is an opportunity to establish transparent priorities, strengthen capability and shape how the function works within Council's Infrastructure Services Directorate.
Council is seeking a leader who combines technical credibility with the ability to motivate people, negotiate competing priorities and turn plans into practical outcomes.
Your influence will extend across transport, water and wastewater projects, asset renewals, road access and infrastructure agreements with industry.
The Role
You will oversee infrastructure planning, design coordination and capital delivery, working closely with other managers and asset owners to develop balanced investment programs that respond to community needs and Council priorities.
An early focus will be bringing the expanded team together, clarifying responsibilities and supporting recruitment and development in key positions while maintaining momentum across the capital program.
Most detailed design is outsourced, so your ability to scope requirements, manage consultants and assess technical quality will be central to success.
Leading, coaching and developing engineering and technical staff, building a collaborative and performance-focused culture
Developing 5-, 10- and 20-year infrastructure priorities and capital works programs across Council portfolios
Coordinating infrastructure planning, asset renewals and delivery of transport and water-related capital projects

Overseeing heavy vehicle access approvals, third-party road corridor access and infrastructure agreements with mining companies and developers
Providing engineering input into development and operational works assessments in collaboration with Council's planning teams
Coordinating bridge inspection requirements and oversight of Council aerodromes and aircraft landing areas
Identifying grant opportunities and preparing funding submissions for infrastructure investment
Building trusted relationships with government agencies, industry, contractors, elected representatives and communities
About You
You are an experienced civil infrastructure leader who can provide direction to a broad team, develop emerging talent and balance engineering requirements with commercial, community and political considerations.
You bring sound judgement, a pragmatic approach and the confidence to negotiate constructively with industry and government stakeholders.
You will bring:
Proven people leadership, with experience managing department functions, coaching staff and building capability
At least 10 years' demonstrated civil engineering experience, or significant other relevant experience
Strong infrastructure planning, asset management and capital program development capability
Experience leading design and technical services across roads, drainage, traffic or related infrastructure
The ability to manage consultants and contractors, interpret technical designs and deliver value for money
Knowledge of civil construction and maintenance, relevant Queensland requirements and TMR specifications
Strong communication, negotiation and stakeholder engagement skills, including managing competing priorities
Proficiency in Microsoft applications, including Microsoft Project
A Construction White Card and valid driver licence
A Civil Engineering degree, or a similar engineering degree with relevant civil experience, is desirable.
RPEQ certification and postgraduate management qualifications are also highly regarded.
Local government experience will be an advantage, particularly where you understand capital planning, approvals and public sector decision-making.
Council also welcomes leaders from consulting, infrastructure and other relevant sectors who can demonstrate strong people leadership and adapt to the local government environment.
Specialist aviation experience is not a prerequisite; the role is supported by staff with operational aerodrome expertise.
Why Join Isaac Regional Council
Isaac is a region that feeds, powers and builds communities.
This role offers the opportunity to connect significant infrastructure investment with the everyday needs of regional communities, while working with industry and government on the infrastructure that supports the region's future.
Base salary of $170,000–$190,000, with flexibility considered for an exceptional candidate
Council housing and vehicle arrangements, or allowances in lieu, subject to agreed terms
Relocation assistance to support your move to the region
An expanded leadership remit with influence over infrastructure planning and capital delivery
The opportunity to develop your team, shape ways of working and make a visible contribution to community services
Council's preference is for the successful candidate to be based within the Isaac region, providing visible leadership and becoming part of the communities they serve.
