The opportunity

ASD’s Capability and Transformation Group has a broad scope of responsibilities, ranging from the delivery and execution of leading-edge mission capability and tools to an overarching portfolio view of ASD and the implementation of REDSPICE. The five Divisions include Cloud, Enterprise Technology, Mission Capability, Mission Data and Portfolio & Transformation.

Key Duties

ASD 6

- Supporting project management practices to support iterative/agile working.
- Supporting project delivery, maintaining and applying knowledge of project management processes and tools, including but not limited to, schedule, risk management, quality assurance, benefits management, finance, cost modelling, procurement, acquisition strategy, test and evaluation, resourcing, project briefs, project management plans and post implementation reviews.
- Maintaining and communicating a vision of the project’s outcomes and associated benefits.
- Develop and maintain project artefacts, including briefing presentations, submissions, and reports relating to project status and risks and issues in accordance with organisational record keeping requirements.
- Accountable for or supporting scheduling project resources as well as monitoring and reviewing project costs, schedule and expected perks.
- Supporting interdependencies of specific project business strategies and objectives.
- Supporting a framework for implementing business initiatives, or change within a project setting.
- Providing administrative and logistical support, including documentation management, meeting coordination, and drafting and progressing of financial and procurement documentation.
- Accountable for or supporting team cohesion, setting work area priorities, managing workflows and evaluating business outcomes.
- Assisting the team to answer enquiries and to understand common problems and offer solutions.
- Ensuring the team is keeping end-users informed on the progress of issue resolution and estimated timeframes for resolution.
- Providing mentor support to junior staff, in order to build a stronger understanding of the polices, processes and procedures.

ASD EL1

- Lead project delivery, maintaining and applying knowledge of project management processes and tools, including but not limited to, schedule, risk management, quality assurance, benefits management, finance, cost modelling, procurement, acquisition strategy, test and evaluation, resourcing, project briefs, project management plans and post implementation reviews.
- Implementing project management practices to support iterative/agile working.
- Generating, maintaining and communicating a vision of the project’s outcomes and associated benefits.




- Develop and maintain project artefacts, including briefing presentations, submissions, and reports relating to project status and risks and issues in accordance with organisational record keeping requirements.
- Supporting the evaluation of project and program performance to understand and anticipate critical factors for success and recommend changes where necessary.
- Managing interdependencies in support of specific business strategies and objectives.
- Supporting prioritisation of competing deadlines and manage uncertainty to deliver on agreed project outputs within timeframes and budgets.
- Oversight and undertaking administrative and logistical support, including documentation management, meeting coordination, and drafting and progressing of financial and procurement documentation.
- Accountable for team cohesion, setting business area priorities, managing workflows and evaluating business outcomes.
- Ensuring the team is keeping end-users informed on the progress of issue resolution and estimated timeframes for resolution.
- Providing mentor support to junior staff, in order to build a stronger understanding of the polices, processes and procedures.
- Work closely with other project equity owners and other areas across the organisation.

- Negotiation skills to effectively achieve outcomes and problem solve.
- An understanding of rules and regulations governing project acquisitions, sustainment, and decommissioning.
- Capability to work independently and collaboratively in a multidisciplinary team of both APS, ADF and Contractors to ASD.
- An ability to work collaboratively to achieve results and has a willingness to learn and adapt to the needs of their customers.
- Strong interpersonal skills to foster and promote a positive and inclusive workplace culture that aligns with ASD values.
- Remaining responsive, adaptable and open to change, maintaining a positive attitude within a challenging operating environment.

To be eligible for employment with ASD, you must meet all of the following eligibility criteria:
- Australian Citizenship - Applicants must be an Australian citizen. Only in exceptional circumstances can this requirement be waivered.
- Organisational Suitability Assessment – The preferred applicant will be required to undergo an Organisational Suitability Assessment (see Organisational Assessment section).
- Security Clearance - It is a condition of employment that applicants are willing and able to obtain and maintain the requisite security clearance for the duration of their employment with ASD.
- Health Assessment - The preferred applicant may be required to undergo a medical examination conducted by the Agency’s preferred medical provider.

Desirable Qualifications, Experience or Training

3+ years’ experience in project management or supporting project management in any of the following:

- Capability projects including capability management and/or capability acquisition.
- ICT and Software projects.
- Data Management projects.
- ICT infrastructure and communications/network projects.
- Intelligence capability projects.
- Program Management support.

Demonstrated experience in one or more of the following:

- Budget management and budget control.
- Schedule management.
- Project risk, compliance and assurance.

The following tertiary or industry qualifications and/or experience will be highly regarded:

- Applying project management methodologies such as Prince2, PMBoK, MSP, P3O, SAFe agile, Waterfall, PROSCI.
- Atlassian Suite (Confluence, JIRA).
- Azure DevOps.
- Business, Administration, Finance, Procurement and/or Information Technology.
- Knowledge of and compliance to relevant legislative frameworks and government decision-making.
- National Intelligence Community (NIC) experience and/or Department of Defence experience.
