The role
Certify Building Code of Australia compliance reports and performance reports for Class 2 to Class 9 buildings in New South Wales. The opinion is given against the National Construction Code as adopted in NSW, on the drawings and revision identified in the report.
BCA reports A BCA report is a Deemed-to-Satisfy assessment. The certifier is required to:
- Confirm building classification, rise in storeys, effective height and type of construction.
- Assess the applicable NCC provisions, including fire resistance, access and egress, services and equipment, health and amenity, and energy efficiency to the extent the report covers them.
- Record each item as compliant, non-compliant, further information required, not applicable, or subject to a performance report.
- Name the drawing revision, consent and standard the opinion is based on, and the limits of a document review.
- Decline to certify a conclusion the documents do not support.
- Sign-off on BCA reports
Performance reports A performance report is required where the design departs from a Deemed-to-Satisfy provision, or no Deemed-to-Satisfy pathway is available. The certifier is required to:
- Identify the performance requirements addressed and the Deemed-to-Satisfy provisions that are not met.
- Record the performance-based design brief, the acceptance criteria and the assessment method used.
- State the assumptions, calculations or other evidence relied on, and the conditions that apply to construction.
- Refer a fire-safety matter that must be assessed by an accredited fire safety practitioner, rather than certify it outside that competence.
- Limit the report to the opinion. Acceptance of the solution remains with the appointed certifier for the project.
- Sign off on PBDB and Performance Solutions
