Azooa is preparing a response and seeking an experienced Level 3 Delivery Manager to support the Department of Home Affairs and Australian Border Force in delivering enforcement communications technology and capability outcomes.

- Role: Delivery Manager – ABF Radio Replacement Project.
- Work level: Skilled Contractor Level 3.
- Client: Department of Home Affairs, supporting the Australian Border Force.
- Proposed commencement: 23 November 2026.
- Initial term: Approximately seven months, with 29 weeks specified and an initial completion date of 30 June 2027.
- Extension: The RFQ describes a discretionary 12-month extension, giving a potential total of 19 months. A separate clause refers to extending the total term to 12 months; the applicable arrangement requires clarification.
- Workload: Three working days per week, eight hours per day. No overtime is permitted.
- Location: ABS House, 45 Benjamin Way, Belconnen, ACT 2617.
- Working arrangements: Office attendance is generally required for the majority of the working week. Departmental arrangements allow up to one or two remote days where operationally appropriate; the precise arrangement for this three-day-per-week engagement requires agreement.
- Travel: Required.
Position overview and core purpose The Delivery Manager will support the planning, coordination and delivery of enforcement communications technology and capability outcomes under the ABF Radio Replacement Project. At Level 3, the role emphasises delivery leadership, oversight of complex and concurrent workstreams, procurement coordination, executive reporting and assurance. You will work with the Project Manager, technical specialists, vendors, operational stakeholders and project teams to achieve outcomes within approved scope, schedule, budget, quality and operational requirements.
Delivery activities span radio programming, configuration, integration, staging, testing, deployment and operational transition.
Scope and responsibilities
- Support delivery of enforcement communications technology and capability outcomes for the Australian Border Force.
- Assist the Project Manager in achieving milestones, schedules and project objectives, while providing Level 3 delivery leadership and oversight.
- Lead and coordinate delivery activities across multiple technical workstreams responsible for radio programming, configuration, integration, staging, testing and deployment.
- Coordinate concurrent projects and initiatives, including complex, high-risk and strategically significant activities.
- Develop, integrate, maintain and optimise delivery plans, schedules, resource forecasts and dependency registers.
- Monitor milestones, critical paths, delivery performance and dependencies, and manage or escalate risks, issues, assumptions, constraints and delivery impacts.
- Develop and maintain project documentation, reporting artefacts and governance records in accordance with departmental methodologies and standards.
- Collaborate with technical specialists, vendors, operational stakeholders and project teams to resolve issues and support informed decisions.
- Prepare project reports, briefs, dashboards,
governance documentation and executive reporting.
- Monitor project expenditure and support budget tracking, forecasting and financial reporting.
- Facilitate technical workshops, project meetings, testing reviews, stakeholder engagement sessions and readiness assessments.
- Coordinate technical resource allocation so programming, testing and deployment activities are appropriately planned and executed.
- Support test planning, test execution coordination, defect management and deployment readiness.
- Lead and coordinate procurement planning and documentation, including the development and review of technical specifications, statements of work, evaluation criteria, procurement plans and associated artefacts.
- Apply Commonwealth procurement requirements, relevant legislative and policy frameworks, and departmental procedures.
- Guide and support project team members, strengthen delivery practices and implement governance, assurance and continuous improvement activities.
- Attend governance meetings and prepare, maintain and circulate minutes recording decisions, actions and outcomes. Meetings are expected fortnightly, moving to weekly or other frequencies as required.
- Transfer knowledge and skills to departmental staff, provide relevant training and support documented handover and transition activities.
- Undertake required travel and other directed tasks within the engagement.

- Delivery assurance and continuous improvement consistent with project methodologies, departmental frameworks and operational requirements.
Required experience and capability The statement of work seeks substantial relevant experience, typically 10–15+ years , in project delivery, project management and delivery governance within complex communications, technology, infrastructure, procurement or government environments.
You should demonstrate
- Experience leading and overseeing multiple concurrent projects and workstreams, including complex,
high-risk and strategically significant initiatives.
- Successful delivery against approved scope, schedule, budget, quality, governance and operational requirements.
- Extensive experience in project planning, delivery management, schedule and resource oversight, stakeholder engagement, governance, executive reporting, procurement, risk and issue management, and project assurance.
- Experience leading multidisciplinary teams undertaking system integration, configuration, testing, deployment and operational transition.
- Extensive experience supporting and managing procurement activities, including developing and reviewing technical specifications, statements of work, evaluation criteria, procurement plans and related documentation.
- Ability to apply project management methodologies, governance frameworks, procurement requirements and organisational policies in complex government environments.
- Ability to provide strategic advice and delivery leadership.
- Highly developed stakeholder engagement, communication, negotiation and relationship management skills.
- A proven ability to influence outcomes, manage competing priorities and operate effectively in complex and dynamic environments.
The Level 3 work standard describes a relevant Bachelor Honours degree or equivalent, or 10–15 years of substantial relevant experience . Relevant professional certification may also be held.
Desirable criteria
- Demonstrated understanding of the Australian Border Force operational environment, including enforcement communications capabilities, operational requirements and the stakeholder landscape.
- Strong understanding of the Department’s project management framework, governance processes, methodologies and project delivery lifecycle.
- Relevant tertiary qualifications in Project Management, Business or a related discipline are described as desirable in the role-specific criteria.
Clearance and engagement requirements
- The main RFQ requires Baseline security clearance before commencement , maintained throughout the engagement.
- An Employment Suitability Clearance must be obtained and maintained.
- The RFQ permits Australian citizens or people legally entitled to work in Australia, subject to satisfying clearance and suitability requirements.
- Personnel must comply with departmental security requirements and may need to sign confidentiality, security, intellectual property and related acknowledgements.
- Required travel is subject to departmental approval and travel policy.
- Departmental ICT Contractor SAP timesheets must be submitted weekly or as directed.
Rate guidance The Azooa Contracts Team’s recommended value-for-money position is under AUD $152.78 per hour including superannuation . Please confirm whether this aligns with your expectations, or provide your preferred hourly rate including superannuation and state whether GST applies. If quoting a daily rate, use the specified eight-hour working day and clearly identify the superannuation and GST treatment.
