About the City of Kalamunda The City of Kalamunda is a local authority with a population of 60,000 located approximately a 35 minute drive from the Perth CBD providing the opportunity to work in a varied planning environment, from rural natural bushland to highly developed residential, commercial and industrial areas.

Help shape the future of our growing community. As a Development Engineer, you'll play a key role in assessing and guiding development projects, ensuring infrastructure outcomes align with engineering standards, legislative requirements, and the City's long-term vision. Working across subdivision, development and traffic management matters, you'll collaborate with developers, consultants and internal stakeholders to deliver sustainable, high-quality outcomes that enhance the City of Kalamunda for current and future generations.
Key Accountabilities include, but are not limited to:
- Assess and provide engineering advice on subdivision and development applications.
- Review development proposals and recommend conditions in accordance with relevant legislation and standards.
- Review and approve Traffic Management Plans and undertake compliance checks.
- Undertake technical assessments of engineering documentation, drainage, and infrastructure impacts.
- Liaise and negotiate with developers, consultants, service authorities, and internal stakeholders to facilitate development outcomes.
- Conduct site inspections and supervise subdivision and development works to ensure compliance with City requirements.
- Administer subdivision clearances, bonds, and associated development approvals processes.
- Provide expert engineering advice to support infrastructure planning and asset management decisions.

The successful candidate will have the following:
- Possession of relevant tertiary qualification in Engineering (or 5 years equivalent experience).
- Possession of Basic Traffic Management qualifications (Advanced qualification desirable)
- Possession of a construction White Card
- A satisfactory National Police Certificate

Selection Criteria
1. Demonstrated experience in the assessment and conditioning of:
a. Subdivision and development applications. b. Sound knowledge in Subdivision process as per IPWEA guideline and relevant documents.
c. Assessment of water management strategies and plans.
1. Minimum 5 years’ experience in civil engineering design, construction and managing subdivision works.
2. Well-developed working knowledge of design, construction, operation and maintenance principles for Local Government infrastructure, facilities and services.
3. Substantial experience in civil and drainage design related to subdivision and development in a local government environment.
4. Developed interpersonal skills, negotiation, and conflict resolution, and the ability to establish effective working relationships and work collaboratively with internal and external stakeholders.
5. Ability to effectively manage time and resources to meet deadlines under competing priorities and ensure delivery of a high level of service to the community.
6. Developed communication skills to communicate technical matters and conditions with a wide range of stakeholders, verbally and in writing.
7. Proficiency in AutoCAD Civil 3D, QGIS, Drain, Xpstorm, Tuflow, Infowork ICM software for evaluating the City complex drainage design,
reviewing and assessing the submission related to subdivision and development application.
8. Experience and knowledge relating to the applicant of Traffic Management legislation and standards in order to design or assess Traffic Management Plans
Hours of Work This is a fixed-term full time position for a period of 24 months, working Monday to Friday, 75 hours per fortnight.
About the Benefits
This position offers a salary of Level 6 being $93,063.28 to $100,087.65 per annum pro rata, (depending on the skills and experience of the successful applicant) plus 12% superannuation.
