Primary objective To provide quality and evidence-based policy development, analysis and advice that strengthens Quality Education and Care NT’s role as the NT regulatory authority and strategically links policy, planning and service delivery across the early childhood education and care sector.

Context statement The Early Childhood branch provides strategic leadership to deliver high quality, integrated early childhood services and programs, and reforms that maximise outcomes for children and young people across the Northern Territory. The branch, which includes the NT regulatory authority Quality Education and Care NT, leads key policy initiatives, programs and regulatory functions, provides expert advice to the Minister and senior executives,



and works collaboratively with stakeholders across the early childhood education and care sector.

Key duties and responsibilities

- Provide evidence-based policy development, analysis, and advice that supports the regulatory authority’s statutory functions and strategically link policy, planning and service delivery to support improved outcomes for children aged from birth to eight years.
- Research, consult and develop policies and inform the development of implementation strategies relating to national and NT

Government early childhood reforms.

- Prepare high level correspondence, briefings, submissions and reports as required.
- Develop and maintain strategic alliances and cooperative partnerships within the agency and with external stakeholders at local and national levels to support cohesive regulatory practice and policy alignment.

Selection criteria

Essential

- Demonstrated experience in the delivery of quality strategic and evidence-based policy, reporting and analysis within a regulatory,

Government or similar complex environment.

- High level strategic thinking, conceptual and analytical skills.
- Highly developed interpersonal and communication skills with a demonstrated capacity to write in a clear and concise manner,

communicate with influence and tailor messages to appropriate targeted audiences.

- Demonstrated ability to achieve results within limited timeframes, managing competing demands, and work both independently and collaboratively as part of a high-performing team.
- Demonstrated ability to build and maintain effective networks with a range of internal and external stakeholders to link policy and program delivery and sector engagement.

6. An ability to interact and work effectively with people of diverse cultures.

- Relevant tertiary qualifications.
