Hays is partnering with a leading WA Government department to recruit a Senior Business Analyst for a transformation initiative. This project will focus on aligning current systems and processes to broader strategic objectives and progressing towards a Electronic Medical Record (EMR) setting.

Working within a complex stakeholder landscape, you will undertake analysis across technology, information management and business processes. You will engage with operational, clinical and executive stakeholders to elicit requirements, conduct discovery activities, facilitate workshops and contribute to the development of future-state service delivery models. Your ability to translate business needs into clear functional and technical requirements will be critical in supporting informed decision-making and project outcomes.

Key Responsibilities

- Develop and maintain a Business Analysis Plan, including approach, timelines and key deliverables.
- Lead current-state discovery activities, analysing existing processes, systems and operational challenges.
- Facilitate workshops, interviews and stakeholder consultation sessions to gather and document requirements.
- Produce business process maps and future-state workflow models.
- Develop detailed business and system requirements documentation.
- Create and maintain Requirements Traceability Matrices.
- Contribute to wireframes, prototypes,



user stories and use case specifications.
- Analyse options and provide recommendations to support strategic and operational decision-making.
- Prepare discussion papers, reports, briefings and other project documentation.

What You'll Need to Succeed
- Demonstrated experience as a Business Analyst within large and complex organisations.
- Previous experience working within WA Government, healthcare or other highly regulated environments.
- Experience with EMR implementations or working with EMRs.
- Strong business process mapping, requirements elicitation and systems analysis capabilities.
- Proven ability to facilitate workshops and engage with diverse stakeholder groups.
- Experience producing high-quality business analysis artefacts and project documentation.
- Ability to analyse complex issues, identify opportunities for improvement and recommend practical solutions.
- Strong written and verbal communication skills, including report writing, consultation and negotiation.
- Experience translating business requirements into technical and functional specifications.
- Knowledge of continuous improvement methodologies such as Lean or Six Sigma.
- Understanding of legislative and compliance requirements, ideally within a clinical or healthcare setting.
- CBAP certification or equivalent business analysis experience highly regarded.
