About the Role
The Program Manager - ADR Strategy and Capability is responsible for contributing to the strategic development, governance and implementation of VCAT's Appropriate Dispute Resolution (ADR) work program.
Reporting to the Executive Director, Strategy, Policy & Engagement and working in close collaboration with the Head and Deputy Head of the ADR Division, the role provides strategic advice, program leadership and governance oversight to strengthen and embed ADR capability, practice and service delivery across the Tribunal.
The role supports the implementation and operationalisation of VCAT's ADR Strategy and leads the coordination and delivery of key ADR priorities, capability uplift initiatives and reform activities aligned with divisional and organisational objectives.
Key accountabilities include:
* Working in close collaboration with the Head and Deputy Head of the ADR Division to contribute to the strategic development and leading the implementation of agreed ADR priorities, initiatives and work programs across VCAT.




* Translating VCAT's ADR Strategy and agreed priorities into an integrated work program and practical operational plans, with clear outcomes, deliverables, milestones, resource requirements and success measures.
* Providing functional leadership of the ADR capability and program support function, translating work plans into individual responsibilities, setting expectations, developing staff capability and maintaining accountability for delivery.
* Establishing and leading fit-for-purpose governance, reporting and assurance arrangements, monitoring implementation progress and managing program risks, issues and dependencies, with timely escalation of matters requiring executive decision.
* Leading the development and coordination of ADR capability, accreditation and professional development initiatives aligned with relevant accreditation standards and organisational priorities.
* Leading cross-functional implementation and change activities, working with divisions to integrate ADR principles, pathways and practices into operational processes and service delivery.
This is a fixed term opportunity for 2 years.
About You
The ideal candidate will have demonstrated experience leading complex programs or strategic initiatives in a public sector, justice or similar complex environment.
You will have proven strong strategic thinking, planning and problem-solving capability together with experience leading organisational change, capability uplift or continuous improvement initiatives.
You will be able to demonstrate:
* familiarity with ADR practice or accreditation frameworks, or the ability to rapidly acquire domain knowledge
* strong governance, data, reporting and risk management capability




* proven ability to apply system archetypes to identify common dynamics that appear in a variety of situations
* experience in project delivery through the translation of strategies into programs delivered to meet business outcomes and objectives
* superior commitment to the delivery of quality outcomes
* ability to foster a collaborative environment with a strong commitment in the team for development and service excellence
Qualifications
A qualification in program, project or change management and/or mediation or ADR accreditation is desirable
