Manager Engineering ServicesIsaac Regional Council | Isaac Region QLD | Infrastructure Leadership | Circa $230k to $250 TRPPublic Sector People are proud to partner with Isaac Regional Council to recruit a Manager Engineering Services—an expanded leadership opportunity bringing together infrastructure planning, capital delivery and technical services across a diverse regional portfolio.You will lead and develop the people who plan, design and support the delivery of infrastructure for Isaac's communities.
With the team's scope recently expanded, this is an opportunity to establish clear priorities, strengthen capability and shape how the function works within Council's Infrastructure Services Directorate.Council is seeking a leader who combines technical credibility with the ability to motivate people, negotiate competing priorities and turn plans into practical outcomes.
Your influence will extend across transport, water and wastewater projects, asset renewals, road access and infrastructure agreements with industry.The RoleYou will oversee infrastructure planning, design coordination and capital delivery, working closely with other managers and asset owners to develop balanced investment programs that respond to community needs and Council priorities.An early focus will be bringing the expanded team together, clarifying responsibilities and supporting recruitment and development in key positions while maintaining momentum across the capital program.
Most detailed design is outsourced, so your ability to scope requirements, manage consultants and assess technical quality will be central to success.Leading, coaching and developing engineering and technical staff, building a team-oriented and performance-focused cultureDeveloping 5-, 10- and 20-year infrastructure priorities and capital works programs across Council portfoliosCoordinating infrastructure planning,
asset renewals and delivery of transport and water-related capital projectsManaging external design consultants, technical specifications, construction standards and engineering reportsOverseeing heavy vehicle access approvals, third-party road corridor access and infrastructure agreements with mining companies and developersProviding engineering input into development and operational works assessments in collaboration with Council's planning teamsCoordinating bridge inspection requirements and oversight of Council aerodromes and aircraft landing areasIdentifying grant opportunities and preparing funding submissions for infrastructure investmentBuilding trusted relationships with government agencies, industry, contractors, elected representatives and communitiesAbout YouYou are an experienced civil infrastructure leader who can provide direction to a broad team, develop emerging talent and balance engineering requirements with commercial, community and political considerations.
You bring sound judgement, a pragmatic approach and the confidence to negotiate constructively with industry and government stakeholders.You will bring:Proven people leadership, with experience managing department functions, coaching staff and building capabilityAt least 10 years' demonstrated civil engineering experience, or significant other relevant experienceStrong infrastructure planning, asset management and capital program development capabilityExperience leading design and technical services across roads, drainage, traffic or related infrastructureThe ability to manage consultants and contractors,
interpret technical designs and deliver value for moneyKnowledge of civil construction and maintenance, relevant Queensland requirements and TMR specificationsStrong communication, negotiation and stakeholder engagement skills, including managing competing prioritiesProficiency in Microsoft applications, including Microsoft ProjectA Construction White Card and valid driver licenceA Civil Engineering degree, or a similar engineering degree with relevant civil experience, is desirable.
RPEQ certification and postgraduate management qualifications are also highly regarded.Local government experience will be an advantage, particularly where you understand capital planning, approvals and public sector decision-making.
