About us

The Municipal Association of Victoria (MAV) is the legislated peak body for Victoria's 79 councils. We work with and for local government to strengthen communities, support positive governance and help councils respond to the issues that matter most to Victorians.

Our Social Policy Team works at the intersection of policy, prevention, community wellbeing and sector capability. Through trusted partnerships with councils, government and sector organisations, we support practical, evidence-informed approaches to gender equality and the prevention of gender-based violence.

About the role

We are seeking a contemporary, collaborative and experienced Gender Equity and Prevention of Gender-Based Violence (GE & PGBV) Engagement and Capability Adviser to lead sector engagement, capability development and communications for the MAV's approved strategic direction and funding commitments in gender equality and prevention work.

Reporting to the Strategic Lead, Social Policy, this role will design, deliver and evaluate networks, communities of practice, professional development, communications and e-learning implementation support for Victorian councils. You will draw on council insights, prevention evidence and participant feedback to build practical capability across the local government sector.

This full-time, fixed term role is grant funded until 30 September 2027.

Key Responsibilities

Lead the design, delivery and evaluation of GE/PGBV Network meetings, Gender Equality Act check-ins, communities of practice and professional development for council officers.

Coordinate the GE/PGBV Network and Network Executive, including agendas, papers, minutes, membership records and action tracking.





Support implementation of MAV’s Understanding and Preventing Gender-based Violence eLearning module, helping councils embed and promote the resource.

Produce the monthly Gender Equality and Preventing Violence Against Women e-news and develop engaging web content, resources, case studies and sector communications.

Lead the planning, promotion, delivery and evaluation of the annual council leadership forum and other sector events.

Coordinate engagement and capability activities for the Free from Violence Local Government Program, including workshops, participation data, records and evaluation.

Build strong relationships with councils, government agencies, prevention sector partners, peak bodies and specialist services.

Use feedback, evidence and sector insights to improve learning, participation, accessibility and program outcomes.

What we offer

A full-time, fixed-term grant-funded opportunity until September 2027

A base salary of between $125,000 - $135,000 per annum, plus superannuation.

This role may be undertaken as a secondment for local government candidates, subject to agreement by their employer.





What you'll bring

You will be a confident engagement and capability professional who can bring people together, translate complex ideas into practical learning, and communicate clearly with diverse sector audiences.

Relevant tertiary qualifications in a related field, preferably with additional studies in public policy, health promotion or a related discipline.

Demonstrated experience coordinating and delivering programs, networks, events and communications in human services, community development or a comparable sector.

Strong facilitation skills and experience convening networks, communities of practice or working groups.

Excellent written and verbal communication skills, including the ability to create clear, engaging content for newsletters, websites, events and sector audiences.

Sound knowledge of gender equality and prevention of gender-based violence policy and practice, including intersectional approaches and the Gender Equality Act 2020 (Vic).

Strong relationship-building skills and the ability to work effectively with councils, government agencies, peak bodies and community sector partners.

Confidence using communications and engagement tools such as Mailchimp or similar email platforms, web content systems and online meeting platforms.

Political awareness, sound judgement and the ability to work collaboratively in a values-led organisation.
