The Essential Services Commission is Victoria’s independent economic regulator of essential services supplied by a range of industries. The commission’s functions include:
- making regulatory decisions with respect to prescribed industries (including price determinations, licensing, customer protection and access disputes).
- undertaking reviews and providing advice to Ministers on a range of economic and regulatory matters.
- administering the Victorian Energy Upgrades program.
About the role
The Senior Analyst plays a key role in delivering high-quality economic regulation outcomes for the commission. With a strong understanding of regulatory and economic frameworks, the role provides leadership and expertise across major projects within the division.
The core role involves water sector performance monitoring and reporting – robust mathematical, data analysis and reporting skills are required. Data cleaning and management, or some programming ability, would be advantageous.
This is an ongoing position. The work location for this position is 570 Bourke Street, Melbourne with hybrid work arrangements available.
Key accountabilities
- Lead, plan and deliver economic regulatory projects and tasks, including the preparation and publication of commission papers and decisions
- Undertake research and analysis to provide advice on economic regulatory matters, including on technical economic regulatory issues
- Provide strategic advice to senior management and commissioners to inform regulatory decisions, including through written and verbal briefings
- Plan for and undertake consultation with stakeholders including regulated industry participants, consumer representatives, other regulators and government agencies
- Undertake other duties in the division or other parts of the commission as requested.
