Brimbank City Council is entering a critical chapter.Connected Brimbank is a flagship, fully funded transformation program that willreshape how the organisation works - from ERP replacement and digital platformsthrough to the culture, capability, and ways of working across everydirectorate.

The role

This is not a business-as-usual project managementposition. The Executive Program Manager will lead delivery of the full program lifecycleacross a multi-million-dollar investment spanning five years – from roadmaprevalidation and procurement through to implementation, change management,go-live, and post-implementation stabilisation. Reporting directly to theDirector Corporate Services and engaging directly with the Executive LeadershipTeam and key governance forums, you will lead a cross-functional team ofCouncil employees, contractors, and vendor personnel, and serve as the primarypoint of accountability for one of the most significant transformation programsthe organisation has undertaken.

The person appointed will help shape not just systems, buthow Brimbank as an organisation operates, now and into the future.

What you'll be doing

- Leadend-to-end program delivery across all phases: scope, procurement,implementation, go-live, stabilisation, and benefits realisation, withinagreed scope, schedule, and budget
- Co-leadthe ERP procurement process, including market analysis, tenderdevelopment, evaluation, negotiation, and contract execution
- Establishand maintain a robust program governance framework, risk register,assurance and executive reporting cadence that keeps the Director,



ELT,and Council Committee well-informed at every stage
- Developand oversee a comprehensive organisational change management andcommunications strategy that maximises adoption and minimises disruptionto service delivery
- Drivestakeholder engagement across the Executive Leadership Team, InformationManagement and Technology, Finance, HR, and operational directorates
- Managea significant multi-year program budget with rigorous forecasting,expenditure tracking, and variance reporting
- Leadand motivate a high-performing, multidisciplinary program team - fosteringa culture of collaboration, accountability, and continuous improvement

What we're looking for

- Aproven track record of delivering large-scale, complex technology changeprograms within a Public Sector environment (Local Council ideally),including ERP implementations or digital transformation within scope,schedule, and budget
- Exceptionalstakeholder engagement and communication skills, with the ability toinfluence and build trusted relationships at Executive and senior level
- Deepexpertise in organisational change management, including change strategydesign, training programs, and communications planning




- Strongfinancial management capability across multi-year program budgets,forecasting, and benefits realisation
- Experienceoperating robust governance, risk, and assurance frameworks withexecutive-level reporting accountability
- Anengaging, authentic leadership style with the ability to build and developcross-functional teams including contractors and vendor personnel
