Situated just 25 minutes from the Adelaide CBD, the Mount Barker District Council is one of Australia’s fastest growing regions, serving a diverse and rapidly expanding community with a population today of 44,000 and projected to reach 63,000 over the next 20 years. As the region evolves into South Australia’s second largest city, Council plays a pivotal role in shaping sustainable, high‑quality development that protects the district’s unique character while supporting its growth.
This pivotal generalist role reports to the General Manager Corporate Services and works closely with the CEO and Executive Team, with key responsibilities including:
developing and implementing an HR framework to ensure that workforce planning, performance management, employee relations and HR systems and policies are contemporary and effective;
developing strategies and programs that ensure a positive work, health and safety culture and practice for the benefit of employees and Council;
championing organisational culture programs and training and development within a business excellence framework;
providing high level HR advice and support to the leadership team;
developing and implementing a change management framework and organisational development program;
managing the Customer Service Team and overseeing the Volunteer Program for Council;
managing, mentoring, developing, motivating and leading the People & Culture Team.
Applications are invited from suitably qualified contemporary HR practitioners experienced in leading and developing the people and culture for a diverse organisation. A strong and pragmatic outcomes focus, sound strategic thinking capabilities, effective change management skills and outstanding leadership and stakeholder relationship management abilities will also be required. Local government experience is not a requirement.
