We are seeking a dynamic and experienced individual to join our team as the Workforce Capability Manager. This pivotal role within the People Services team is designed to collaboratively lead and support a variety of workforce planning, HR metrics and reporting, learning and development, and talent and succession activities. The Workforce Capability Manager will play a crucial role in driving continuous improvement projects and supporting the objectives outlined in the Reef Authority’s Strategic Workforce Plan.

In this role, you will be responsible for identifying and developing the necessary capabilities within our workforce to ensure the Reef Authority can effectively deliver its work program both now and in the future. This includes talent identification and management, contingency and succession planning, and setting strategic directions. You will lead employee development initiatives by providing strategic advice and designing innovative training programs in collaboration with senior management.

Additionally, you will oversee the maintenance and enhancement of the Reef Authority’s Learning Management System (LMS) and manage entry-level pathway programs, including the Indigenous Apprenticeship Program (IAP). Your efforts will be informed by corporate and operational plans, ensuring that our workforce remains capable and prepared to meet future challenges.

engaging stakeholders, and coordinating tasks efficiently.
- Remaining calm under pressure, you maintain an eye for detail and stay composed when faced with competing priorities. Your adaptability allows you to seamlessly transition from routine processing tasks to providing strategic advice.

What you’ll do

- Provide strategic advice on capability development initiatives, significantly contributing to the development of workforce development strategies.
- Conduct comprehensive organisation-wide training needs assessments to identify skills or knowledge gaps and develop annual training plans for the Reef Authority.
- Consult and collaborate with managers, employees, and external entities to design and deliver relevant workplace training and development programs.
- Design and develop training programs, both outsourced and in-house, selecting appropriate methods such as simulations, mentoring, on-the-job training, and professional development classes. Recommend new training methods and stay updated on the latest trends in the field.
- Coordinate and manage the training program including sourcing training providers and packages, monitoring the quality of training to ensure it is current, complete, and fit for purpose and managing the centralised training budget, assessing requests, and providing recommendations.
- Maintain and continuously improve the Reef Authority’s Learning Management System (LMS), ensuring it serves as the central point for staff to access training information. Manage a database of training records and provide necessary reports.
- Coordinate and manage the Reef Authority’s entry-level programs, including sourcing appropriate programs, liaising with service providers and internal stakeholders, and supporting participants in these programs

- Experience in a similar role (minimum 3 years).
- Experience using Acorn Learning Management System (LMS) or similar software system.
- To be eligible for employment, candidates must be an Australian citizen at the time of application.
- The position requires a Baseline security clearance. Successful candidates will be required to obtain and maintain a clearance at this level.
- The successful candidate will be willing to provide identity documents and undergo an identity pre-employment check through a Document Verification Service.
- Experience and skills in designing, developing and implementing learning and development strategies, programs and initiatives.
- Cert IV Training and Assessment, Diploma of Human Resources, or equivalent qualifications

- The current position is ongoing however through this process may create a merit pool to fill similar ongoing and non-ongoing positions that become available within the next 18 months.
