Compliance Manager – Essential Safety Measures, High-Rise Residential *Subject to FMV being successful in the tender process

Own the safety and compliance of a landmark high-rise residential precinct in Southbank. FMV is seeking an experienced Compliance Manager to join an on‑site team looking after two residential towers, a shared podium and extensive resident amenity.

About the role

Reporting to the Senior Building Manager and supported by FMV’s Operations Manager, you will be the on‑site specialist for Essential Safety Measures (ESM), fire and life‑safety compliance and contractor compliance. You will work alongside the Senior Building Manager, Shift Manager and Concierge team, and liaise with the Owners Corporation Committees and the Owners Corporation Manager.

Key responsibilities

Manage Essential Safety Measures and fire and life‑safety compliance across both towers, including the maintenance determination, ESM logbook and the Annual Essential Safety Measures Report (AESMR).

Maintain an ESM compliance calendar and prepare a monthly exception report showing overdue items, defects, responsible parties and target dates.

Coordinate inspection, testing and maintenance with ESM contractors, track defects through to rectification, and escalate any material safety or life‑safety issue immediately.

Verify contractor compliance before any contractor attends site, including insurances, licences, SWMS and induction records.

Carry out regular inspections and audits of common areas, plant and back‑of‑house, and keep building records,



registers and compliance documentation current.

Support the planned preventative maintenance program so that servicing meets Australian Standards, statutory obligations and warranty conditions.

Maintain OH&S; and emergency management documentation, and support the building’s emergency control organisation, evacuation procedures and drills.

Provide accurate evidence and records to support ongoing defect matters (including fire doors), working with the Senior Building Manager, the OC Manager and consultants.

Contribute compliance reporting to the monthly report to the Committees and attend meetings as required.

About you

5+ years’ experience in building compliance, facilities management or building services, ideally in high‑rise residential or complex buildings.

Solid working knowledge of Victorian ESM requirements, including fire services, emergency lighting, fire doors, sprinklers, smoke control and the AESMR process.

Proven contractor management and verification skills, with sharp attention to detail and record keeping.

Confident communicator who can deal professionally with residents, committee members, contractors and authorities.

Comfortable with technology: a CMMS or work‑order system, plus building systems such as access control, BMS and resident platforms (training provided).

Relevant trade background, qualification or training in building services, fire safety, WHS or facilities management is highly regarded.

Satisfactory National Police Check, current Working with Children Check and the right to work in Australia are required before commencement.
