Senior Officer, Commercial and Diplomatic Leasing

The Commercial Advisory Section provides oversight and management of the National Capital Authority’s commercial arrangements, including licenses, lake-based commercial activities, and diplomatic leases. It leads the development, negotiation, and management of these agreements to ensure they are commercially sound, compliant, and aligned with organisational objectives. The section also provides advice to support consistent, best-practice procurement and contracting outcomes across the NCA.

The team delivers the day-to-day management of diplomatic leases and commercial license arrangements, including negotiation, contract administration, and relationship management. The team works collaboratively with internal and external stakeholders to provide practical commercial and procurement advice that supports compliant and fit-for-purpose agreements.

The key duties of the position include:

Under limited direction contribute to the leasing and licensing activities through:

- Managing the administration of the diplomatic estate, issuing Crown Leases and ensuring compliance with all lease conditions.
- Preparing and managing commercial lake agreements and licenses for all premises on National Land. Ensure compliance with conditions and undertake scheduled license fee reviews. Liaise and build solid relationships with licensees, acting as the first point of contact.
- Providing advice on diplomatic estate, leasing, and licensing matters relevant to the NCA, including input into reviews and the development of related policies and procedures.
- Preparing diplomatic, leasing, and licensing correspondence. Assist with the preparation of relevant documents, including market approaches, consultation papers, board papers, executive minute, annual reports, questions on notice, and ministerial briefings as required.
- Representing the National Capital Authority (NCA) at relevant meetings. As required, liaise with stakeholders (including the diplomatic community and Department of Foreign Affairs & Trade) on related matters and work cooperatively with people inside and outside the NCA.
- Contributing to budget development, master planning exercises, and agency initiatives relevant to the Diplomatic Estate and licensing matters.




- Providing ad-hoc advice and support on procurement and contract management matters, including contributing to the development and maintenance of guidance materials, templates, and processes to support compliance with relevant policies.
- Participating as an effective member of the Operations Branch and supporting other NCA functions as required, including procurement and contract management activities.

Eligibility

Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS). All applicants offered employment will be required to successfully undergo a pre‑engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.

The successful candidate/s will be required to obtain and maintain a security clearance at a specified clearance level. The successful applicant/s must be willing to share all relevant and required information.
