We are working exclusively with a local council to find their next Payroll Transformation Manager.
The Head of Payroll provides effective hands-on leadership and management of Council's payroll function, ensuring accurate, compliant and timely payroll services to all employees. This role leads strategic payroll system enhancement, modernisation and continuous improvement initiatives in alignment with Council priorities and plays a key leadership role in payroll-related digital activities, including the procurement and implementation of a time and attendance system and potential transition to an Enterprise Resource Planning solution (ERP).
Key responsibilities
Lead and manage the end-to-end payroll function, ensuring all payroll processes are accurate, timely and compliant with legislation, awards and enterprise agreements for 2000 employees
Oversee fortnightly payroll cycles, including reconciliations, reporting and statutory obligations
Maintain payroll system integrity, ensuring employee data, payments and deductions are accurate and secure
Act as the primary liaison with payroll service providers and external stakeholders
Provide authoritative advice on payroll, taxation, superannuation and industrial matters
Lead, coach and develop payroll staff to deliver high-quality, customer-focused services
Lead payroll-related organisational change initiatives, ensuring effective transition planning, communication and adoption
Partner closely with the Digital program team to support ERP implementation and broader system modernisation
Identify and implement continuous improvement opportunities across payroll processes, systems and controls
Ensure compliance with all relevant legislation including Fair Work, taxation, superannuation and WorkCover requirements
About you
Demonstrated experience managing payroll functions in a medium to large organisation
Proven experience in payroll system implementation, enhancement or ERP project delivery
Strong understanding of payroll legislation and industrial instruments
Tertiary qualification in finance, payroll, business or related field and/or significant relevant experience
Extensive experience in payroll systems (e.g. CHRIS21 or equivalent) and enterprise systems
Solid knowledge of payroll legislation, taxation, superannuation and industrial relations frameworks
Experience with payroll data analysis, reporting and reconciliation
Leadership and coordination of payroll team operations and performance
Project management capability in system implementations and enhancements
Certified Payroll Specialist or equivalent qualification (desirable)
