About the role:
We are seeking an inspiring and strategic leader to join Council in the position of
Manager
Creative and Connected Communities
.
Reporting to the Chief Community and Integrity Officer, this pivotal role is responsible for shaping and delivering Council's vision for community development, learning, arts, culture, events, libraries and community facilities.
Leading a diverse portfolio of services and multidisciplinary teams, you will drive innovative programs, partnerships and place-based outcomes that strengthen social connection, community participation, cultural vibrancy and lifelong learning opportunities for our community.
A typical day might include:
Provide strategic leadership and direction for the Community Development and Learning and Arts, Culture and Events departments
Lead, develop and support high-performing teams, fostering a culture of accountability, innovation, collaboration, continuous improvement and customer-focused service delivery.
Oversee the planning, delivery, monitoring and evaluation of community programs, learning opportunities and development initiatives
Lead the development and implementation of strategies, policies, projects and service models that strengthen community participation, lifelong learning, inclusion, resilience and community capacity.
Monitor emerging legislative, policy, demographic and funding trends, providing strategic advice to Council and driving innovation, sustainability and evidence-based decision-making across areas of responsibility.
Ensure effective governance, financial management, risk management, compliance, stakeholder engagement and operational oversight of all service areas
Build and maintain effective partnerships with government agencies, educational institutions, community organisations, businesses and internal stakeholders to support collaboration, advocacy, funding opportunities and community outcomes.
What you will bring to the role:
Relevant tertiary qualification in Community Development, Community Planning, Social Sciences, Public Administration or a related discipline, together with extensive leadership experience in community-focused programs, services and partnerships.
Demonstrated success leading multidisciplinary teams, organisational change, strategic projects and continuous improvement initiatives to deliver positive community and organisational outcomes
Significant experience developing, implementing and evaluating strategies, policies, service models and frameworks that support community participation,



engagement, capacity building and service excellence
Proven ability to build, influence and maintain strategic partnerships with government agencies, community organisations, education providers, funding bodies and other stakeholders, while effectively managing complex community issues and priorities
Strong understanding of community development principles, community engagement practices, adult and community education, and the social, economic and demographic factors that influence service planning and community wellbeing
Sound knowledge of the legislative, regulatory and policy environment relevant to local government and community services, including governance, Child Safe Standards, funding programs and compliance requirements.
Highly developed business, financial, risk management, communication and stakeholder engagement skills, with the ability to provide strategic advice, prepare high-quality reports and briefings, and drive innovation, operational effectiveness and organisational performance.
