The Senior Commercial Manager exists to build ATSICHS Brisbane’s commercial finance, procurement and contract governance capability as the organisation grows in scale, complexity and service reach. The role strengthens forward-looking commercial analysis, business partnering, value-for-money decision making and contract performance discipline to support strategic decision-making to maximise organisational sustainability and improved outcomes for Aboriginal and Torres Strait Islander people, families and communities.
Reporting to the Chief Financial Officer, the role provides strategic leadership, and leads commercial business partnering, procurement governance, contract lifecycle oversight, supplier performance management, commercial risk management and business case support. The role supports the CFO (or similar) on investment performance reporting, treasury analysis, housing feasibility and capital project commercial assessments, with specialist capability to be developed over time as organisational needs mature.
Leading the Senior Procurement and Contract Advisor, the role establishes practical frameworks, tools and reporting disciplines that improve commercial maturity across ATSICHS Brisbane and provide a foundation for future specialist roles in the areas of (or similar to) commercial analysis, contract management, investment, treasury and housing finance.
Duties
- Provide forward-looking commercial analysis, business partnering and financial insight to support service sustainability, operational performance, funding decisions and strategic growth. Support operational teams and finance colleagues to prepare accurate acquittal reporting, funding analysis and supporting evidence for grant and contract obligations.
- Provide leadership and oversight of procurement and commercial governance practices across ATSICHS Brisbane. Support consistent, transparent and value-for-money procurement and commercial decision-making.
- Strengthen contract register discipline, and support effective management of contracts, supplier relationships and performance reporting, contract compliance obligations, acquittal and funding arrangements to maximise service, commercial and community outcomes, and renewal planning and escalation of contract risks or underperformance.
- Identify, assess and manage procurement, contractual and commercial risks while strengthening commercial governance, accountability, organisational controls,
compliance, accountability and informed decision-making across ATSICHS Brisbane.
- Support evaluation of current service opportunities, strategic partnerships, funding initiatives, capital investments, major procurement initiatives and service expansion opportunities.
- Coordinate commercial analysis and reporting to support investment performance oversight, cash and liquidity analysis, housing feasibility and capital project decision-making, without assuming full ownership of specialist investment, treasury or property development functions.
- Support development of business cases, financial modelling, investment evaluations and commercial assessments that balance community benefit, organisational sustainability, risk, value for money and strategic priorities.
- Lead and support initiatives that strengthen procurement capability, commercial literacy and commercial practices across ATSICHS Brisbane.
- Lead practical procurement governance, procurement planning, supplier engagement approach and value-for-money outcome frameworks that support transparent and accountable decision-making across the organisation. Lead the commercial team and build commercial literacy across operational leaders and help identify future specialist resourcing needs in commercial analysis, contract management, procurement, investment, treasury or housing finance as organisational complexity grows.
- Coordinate analysis and reporting to support CFO oversight of strategic investments, cash, liquidity, housing feasibility and capital project decisions.

- Starting salary of $151,089 + 12% super.

Desired Skills and Experience
Required
- Bachelor’s degree in accounting, finance, commerce, business, procurement, economics, law or a related discipline.
- Minimum 7–10 years’ relevant experience across commercial finance, procurement, contract management, business partnering, financial analysis or commercial governance.
AND
- Strong commercial finance, financial modelling, financial planning and analysis, management accounting and business partnering capability.
- Demonstrated experience supporting business cases, service costing, contract performance, procurement decisions and commercial risk assessment.
- Demonstrated ability to interpret service, funding, procurement and contract performance information and translate data into clear operational insights and recommendations.
- Advanced analytical, reporting and systems skills, including use of financial systems, spreadsheets, dashboards and business intelligence tools.
- Excellent communication, stakeholder engagement and influencing skills, with the ability to support culturally safe, respectful and practical decision-making.
- Strong commercial management, procurement, and contract management capability.
- Demonstrated understanding of commercial governance, procurement governance and supplier relationship management principles.
- Sound knowledge of contract lifecycle management, including contract establishment, performance monitoring, compliance oversight, renewal planning and continuous improvement.
Desirable
- Knowledge of Aboriginal and Torres Strait Islander health, social determinants of wellbeing, community-controlled governance and culturally safe service delivery.
- Knowledge of government funding agreements, grant frameworks, procurement governance, contract compliance and public-sector accountability requirements.
- Familiarity with supplier performance management, category management, strategic sourcing or procurement planning approaches.
- Experience using commercial reporting, contract management, procurement or business intelligence systems.
