Moonee Valley City Council is a progressive metropolitan council located in Melbourne's inner north-west, recognised for its strong commitment to community outcomes, liveability and long-term sustainability. As part of a broader organisational transformation, the Council is strengthening how investment decisions are planned, evaluated and prioritised to ensure greater transparency, consistency and strategic alignment across the organisation.
Reporting to the Head of Investment Planning and Evaluation within the Enabling directorate, this role will support the implementation of a recent enterprise-wide Investment Pathway aligned to that introduces a consistent methodology for making strategic decisions.
Working across the organisation, the Investment Planning & Evaluation Advisor will support investment planning, options analysis, business case development, benefits realisation and gateway-style assurance processes. The role will also contribute to the development of tools,



templates and frameworks that help embed more consistent and evidence-based decision-making practices across Council.
The successful candidate will bring experience in investment evaluation, economic appraisal, business case development, project appraisal, strategic planning or complex program environments, ideally within government, infrastructure, transport, advisory or broader public sector settings. You will be comfortable engaging with stakeholders across varying levels of the organisation and translating complex information into clear, practical and actionable insights.
