The EL1 Delivery Manager (Labour Hire) is accountable under broad direction to undertake very complex work that delivers quality outcomes for the delivery of large ICT projects for the NDIA.
The EL1 Delivery Manager (Labour Hire) will be part of a project team and requires the ability to resolve issues and risks across a broad range of activities of substantial depth and significant detail. The role requires providing support to the team leadership of their work area in the planning and coordination of the team. The role is required to coordinate and assume responsibility to undertake detailed or sensitive projects that may include performing varied activities involving many different and unrelated processes or methods that may impact on the strategic or operational outcomes that support the NDIA's objectives to "build a world-leading National Disability Insurance Scheme".
The EL1 Delivery Manager (Labour Hire) will be leading and co-ordinating scrum teams and Agile practices.
Rate:
The proposed rate should reflect candidate's skills and experience against the Evaluation Criteria. Candidates that do not demonstrate these criteria will not be assessed. Candidates should be aware that rates may be negotiated further as part of the selection process.
Citizenship:
As part of the eligibility and suitability requirement, NDIA seeks Labour Hire Workers who are Australian citizens only. Successful candidates will be required to furnish valid evidence of citizenship during the Pre-engagement Check.
Labour Hire Licence:
Applicable for ACT, VIC and QLD: Labour hire licences are required in the state that specified personnel are being contracted.
Key duties and responsibilities
Facilitating multiple scrum teams in an agile project environment.
Managing project scope and timeline via sprint and release planning in line with wider organisational commitments.




Coordinating sprints and retrospective meetings which review the previous sprint and daily scrum stand-ups.
Supporting the product owners to develop and manage product backlogs, new requests and remove barriers.
Guiding design teams to higher scrum maturity.
Helping to build a productive setting where team members have accountability for the product.
Managing the governance, stage gates and reporting of the project against Agency frameworks and escalating concerns, as necessary.
Coaching team members in agile frameworks and scrum practices.

Criteria
Essential criteria
At least 3+ years' experience facilitating the delivery of complex projects using Agile methodologies
A strong understanding of the SAFe methodology and its application within a large and complex Program, preferably within a government context.
Collaborate with Business Analysts to make sure all user stories are prepared for the sprints.
Excellent stakeholder engagement and teamwork skills, with the ability to work with colleagues to achieve outcomes.
Experience effectively managing competing priorities and strategic directions, with an ability to remain calm under pressure and respond flexibly to change and uncertainty.
Proficiency in using various IT applications and project management tools, including Jira Confluence.
Desirable criteria
Tertiary qualifications or industry recognised certification in Management, Project Management, or a similar field.
Demonstrated work experience managing/delivering large-scale ICT transformation. programs/projects in an Australian Government setting.
Managing projects involving large data lake solutions.
